The House of Representatives voted on the impeachment of trump: what will happen next

Members of the US House of Representatives on October 31 approved a resolution according to which the investigation into the possibility of impeachment of US President Donald Trump goes to the public stage. Writes about it Interfax-Ukraine.

232 congressman voted for approval of the resolution, 196 people spoke out against it.

“The resolution has passed,” House Speaker Nancy Pelosi said.

All members of the Democratic Party, with the exception of two, voted in favor of the resolution. The Republicans present unanimously opposed the adoption of the resolution.

The resolution establishes the procedures for open hearings in the intelligence committee and the publication of testimony.

It also allows Republicans to ask witnesses and documents, but Democrats still have the ability to block requests.

The resolution also notes that the relevant committees taking part in the Trump impeachment investigation will “continue their already initiated investigations into whether there are sufficient grounds for the House of Representatives to exercise the power granted to it by the Constitution to impeach US President Donald Trump.”

Trump's reaction was not long in coming. He reacted negatively to the adoption of the resolution, writes Interfax-Ukraine.

“This is the biggest witch hunt in American history!” Trump tweeted immediately after voting ended.

Trump has repeatedly criticized the impeachment proceedings initiated by members of the Democratic Party and said that no American president has been treated “as bad” as he was.

“There has never been a president in the history of our country who was treated as poorly as I was. Democrats are full of hate and fear. They achieved nothing. This cannot ever be allowed to happen to another President,” Trump wrote on Twitter.

He called Democrats slackers who "waste time and energy on trifles."

Why do I need a resolution

Representatives of the Democratic Party announced their intention to begin impeachment of President Trump in September 2019 - after details became known US telephone conversation with Ukrainian leader Vladimir Zelensky, writes with the BBC.

Democrats in Congress have been conducting a formal procedure for preparing for the removal of the incumbent president from power for two months, but the White House and Republicans on Capitol Hill have repeatedly stated that the investigation into President Trump cannot be considered legitimate.

What will change the resolution

So far, any hearings, requests for documents and calls of witnesses as part of the impeachment procedure can be initiated only by the head of the intelligence committee of the House of Representatives, Adam Schiff, and the Congress Law Committee.

The draft resolution, agreed and approved by the representatives of the Democratic Party in the 30 Congress on October, will provide President Trump’s opponents with new opportunities.

Congressional Intelligence Committee will have the right to publish transcripts of the hearings that were held behind closed doors and were considered secret before the resolution was adopted. At the same time, the committee will be able to hold public hearings open to the public on issues that previously could have been classified for reasons of national security.

The resolution will also allow the head of the Congressional Intelligence Committee and his deputies to ask witnesses called to testify their own questions. Before that, they could only conduct hearings, speaking with comments. The right to ask questions and interrogate witnesses within 45 minutes will also be received by employees of the apparatus of the intelligence committee.

The resolution grants the Congressional Legal Committee the right to make allegations against the US president and to justify these allegations.

At the same time, Republicans will also receive certain rights. For example, Donald Trump supporters who are members of the House Committee’s intelligence committee will also be able to call their own witnesses and send out paper submissions. True, in order to do this, they will need the approval of the head or majority of the committee members.

The President of the United States and representatives of his legal team will also have the right to attend meetings of the Legal Committee of the House of Representatives related to the impeachment procedure. They will be able to represent and call their own witnesses, submit documents, and initiate cross-examination.

US President Donald Trump, White House officials and Trump supporters in the Republican Party have repeatedly called the Democrats' initiative "politically motivated" and "unfair."

While arguing that the impeachment resolution is a "unipartisan" initiative of Democrats, Republicans said they also have the right to call their own witnesses and provide documents proving the US president's innocence. Another demand of the Republicans was the beginning of open hearings and public speeches by experts they invited.
