The report was filed as part of a defense motion on behalf of the film's gunsmith Hannah Gutierrez-Reid, who is charged with forging the weapon used in the shooting as well as manslaughter.
Baldwin claimed to have pulled the trigger back as far as he could without cocking the hammer, and released it but did not pull it.

Manslaughter charges brought against Baldwin in January were dropped in April. Special prosecutors Kari Morrissey and Jason Lewis said the charges would be retried. A final decision has yet to be made, Morrissey said.
“The charges against Alec Baldwin were dismissed because the possible malfunction of the gun significantly affects the causal relationship in relation to Baldwin, but not in relation to Gutierrez. If the gun is found not to have malfunctioned, the charges against Baldwin will be reopened,” the prosecutor said in a June statement.
If a new charge is brought against Baldwin, the actor's defense team will likely focus on the structural integrity of the gun at the time of the shooting.
“Although Alec Baldwin has repeatedly denied pulling the trigger, given the tests, results and observations, the trigger should have been pulled or pulled sufficiently to release a fully cocked hammer,” the report said. “If the hammer were not fully retracted and would slip out from under the shooter’s thumb without pulling the trigger, the half-cock or quarter-cock notches in the hammer would prevent the firing pin from striking any round in the chamber.”
