According to sources from BBC News Ukraine, the office of President Vladimir Zelensky planned a visit to the United States for the end of July 2019, but it was postponed - and the date has not yet been determined. The publication called the visit “tortured” and reported that the presidential administration addressed complaints about this to the Ambassador of Ukraine to the United States Valeriy Chaly, who was officially fired on July 19.

To plan the visit of Zelensky to America, Washington went to the NSDC Secretary of the National Security Council Alexander Danilyuk and Andrey Yermak, as well as the head of the Security Service of Ukraine, Ivan Bakanov. According to Air force, some meetings of representatives of the Ukrainian government with the Americans took place without diplomats from the embassy, ​​“so that there would be no extra ears.” The Office of the President does not directly say whether diplomats participated in the negotiations, but they assure that the mistrust of all diplomats is a fiction.

“During my visit, I spoke with some embassy employees, but I did not communicate with the ambassador, because my personal opinion is: unfortunately, this person could not help me in any way in preparing the visit of President Zelensky. Unfortunately, today it works in such a way that we do not have the feeling that the interests of the state are represented at the proper level in the United States today,” says Andrei Ermak.

In response, Valery Chaly said that he was surprised by such criticism.

“On the one hand, there is nothing unpredictable that the new government wants to rotate ambassadors, who should enjoy the confidence of the President of Ukraine. Moreover, if ambassadors who have already served their terms of stay are replaced. On the other hand, it would be correct to assess how effectively the embassy and, above all, the ambassador, have defended the interests of Ukraine in the United States over the past four years, having received comprehensive information,” he explains in a commentary to BBC News Ukraine.

According to Chaly, relations between Ukraine and the United States have already reached the level of strategic partnership, at least in the field of security and defense. “It would have been impossible to obtain anti-tank and counter-sniper systems and achieve a unified bipartisan policy of the Congress and the US government in support of Ukraine, including sanctions pressure on Russia, without this,” the diplomat emphasizes.

“It is no coincidence that the Ukrainian ambassador to the United States is the only one of our entire diplomatic corps who has come under Russian sanctions,” he adds.

Commenting on the information that he allegedly failed to organize Zelensky’s visit to the United States, Valery Chaly says: “I also know that there was an attempt to convince the President of Ukraine to blame the delay of his visit to the United States on the embassy and blame the ambassador. This is the wrong path - after all, those who really understand the details of diplomatic work understand the situation well. And it’s right that they abandoned this.”

According to him, even during Ermak’s own visit to the United States, the embassy quickly organized and provided meetings in the White House “in conditions where the embassy did not have any official signals about his trip to the United States.” And finally, Chaly reminds Ermak: “Well, I still hope that Andrei Borisovich has not yet forgotten about his positive assessment of the ambassador’s efforts in promoting the Ukrainian-Slovak film “The Line,” of which he is the producer, to the US film market.”

It is unlikely that Zelensky’s visit to the United States will take place this summer, but in the fall, the leaders of the two countries have every chance to talk on the margins of several international events. So, September 1 in Poland will host events to mark the 80 anniversary of the outbreak of the Second World War. Vladimir Zelensky will go to Warsaw these days, and US President Donald Trump will also go there. And in the second half of September, the traditional session of the UN General Assembly will take place with the participation of world leaders.

President Zelensky's office is considering several candidates for the post of ambassador to the United States. According to one information, some of them refused to go to Washington, according to another, the States did not approve them. Therefore, the process was delayed.

Now, as possible candidates in diplomatic circles, the Ambassador of Ukraine to Israel Gennady Nadolenko is being named - he is a career diplomat and worked at the Ukrainian Embassy in the United States, as well as the Ambassador of Ukraine to France Oleg Shamshur, who already headed the Ukrainian Embassy in the States. Coordinating a visit with the American side has always been difficult - the US President’s schedule has been set for years to come. In addition, Washington wants a substantive conversation with Kiev, and for this there must be some specifics, a holistic vision of reforms, a strategy for Donbass.

The United States has repeatedly expressed concern about the appointment of Andrei Bogdan, the head of the Office of the President, who worked with oligarch Igor Kolomoisky. And it cast a shadow on the team of the new president.

Foreign Minister Pavel Klimkin explains that the time frame for the visit to the United States is not really critical. What is more important is the actual content of the visit: “A week earlier, a week later - in fact, this is not so important. The main thing is that the negotiations are filled with real content, and not “for show.”

According to him, the presidential meeting should give impetus to practical interaction and, of course, establish personal contact.

In mid-July, the administration of Vladimir Zelensky announced its intentions to dismiss a number of ambassadors. Among them is the Ambassador of Ukraine to the United States Valery Chaly. And already on July 19, the corresponding decrees appeared. In addition to the United States, ambassadors were fired in several African countries, Cyprus, the Vatican, as well as in Armenia, Turkmenistan and others. According to BBC News Ukraine, the next batch of layoffs is now being prepared; who is subject to it is still being decided.

Some diplomats, on condition of anonymity, claim that the new team is “sweeping away the diplomacy” of Petro Poroshenko, although Andriy Ermak denies everything and assures that there are no “cleanses”, and personnel decisions are made solely from the point of view of the effectiveness of diplomats.

Valery Chaly was often called a political figure and Poroshenko’s man, so a desire to put his ambassador in this direction may seem quite logical and understandable. Although Zelensky explain the replacement of this diplomat by the lack of professionalism.

“I think this is a very important decision that was made on time. After all, today we need to transform our relations, improve them, and become truly strategic partners with the United States. And this cannot be done without an ambassador who would represent Ukraine today, who would represent the president and who would correspond to the spirit that we lay down. Unfortunately, the ambassador who was there could not cope with this function,” he explains the president’s decision.

Personnel changes may affect several other key areas for Ukraine - Germany, Great Britain and the EU. Although what is more important here is how quickly the dismissed ambassadors will be replaced, because the appointment of a new ambassador to the United States, for example, unexpectedly for the president’s team was delayed and became problematic.
