In 2022, the Department of Justice charged Russian oligarch Konstantin Malofeev with violating sanctions imposed on Russia after the start of a full-scale Russian invasion of Ukraine, saying he provided funding for Russians promoting separatism in Crimea.
U.S. Attorney General Merrick Garland announced "the arrest of millions of dollars in an account in an American financial institution that Malofeev used in the course of violating sanctions."
He stated that he authorized the transfer of this money for use in Ukraine.

“This is the first transfer by the United States of confiscated Russian funds for the reconstruction of Ukraine, but it will not be the last,” Garland said.
The reaction of Russia
The Kremlin criticized the US decision, saying that it was illegal and Washington itself put itself at risk, writes Reuters.
The United States "stole money, and such decisions will boomerang at them," said Dmitry Peskov, a spokesman for the Russian president.

“This undermines the confidence of investors and owners of assets associated with the US in one way or another, and this certainly cannot remain without consequences for the US,” he said.
Peskov noted that such steps require a response, but did not say what actions Russia might take. According to him, it is impossible to challenge this through a lawsuit in the United States, because "we do not have the ability to defend our rights in court."
