$ 50 billion for Palestinians: Trump's settlement plan in the Middle East published

The White House has published the economic part of the so-called “deal of the century” - the Donald Trump administration’s plan to resolve the Palestinian-Israeli conflict. Washington intends to invest more than $50 billion in the development of Palestine and neighboring countries where Palestinians live. Here are the main details of the plan.

“Generations of Palestinians have lived without peace, and the West Bank and Gaza Strip are in protracted crisis,” begins the introductory part of the plan published on the website White House. “And yet the Palestinian story does not end there. The Palestinian people continue their historic quest to realize their aspirations and build a better future for their children.”

The Peace for Prosperity Plan consists of three initiatives that will support the individual pillars of Palestinian society: the economy, the people and the government. According to the plan, over the next 10 years the United States will be able to attract more than $50 billion in investment. The US proposes to invest more than $27,5 billion in the Palestinian territories, and spend $9,1, 7,4 and 6,3 billion on Palestinians in Egypt, Jordan and Lebanon, respectively.

As the document notes, the plan represents “the most ambitious and comprehensive international effort for the Palestinian people to date. It has the potential to fundamentally transform the West Bank and Gaza Strip and open a new chapter in Palestinian history, one defined not by misfortune and loss, but by freedom and dignity.” Only through peace can Palestinians achieve prosperity, the introduction says.

The second part is called “Development of Economic Potential” and promises rapid economic growth and the creation of new jobs. The plan provides investors with confidence that their assets will be protected through improvements in property rights, the rule of law, fiscal sustainability, capital markets and anti-corruption policies.

The West Bank and Gaza Strip are planned to open up to regional and global markets with "major investments in transport and infrastructure" that should improve the competitiveness of Palestinian exports and reduce transport and travel complexities. In addition to these investments, the plan will also support steps to improve cooperation between Palestine and Egypt, Israel and Jordan to reduce regulatory barriers to the movement of Palestinian goods and people.

After adopting key policy reforms and building the necessary infrastructure, Peace for Prosperity envisages private sector investments in entrepreneurship, small business, tourism, agriculture, housing, manufacturing, and natural resources. The goal of early stage investments will be to remove growth barriers and focus on key projects that create jobs and increase gross domestic product (GDP).

Peace for Prosperity strengthens regional development and integration, creates new opportunities for Palestinian businesses and expands trade with neighboring countries. This initiative will support the economies of Egypt, Israel, Jordan and Lebanon and reduce trade barriers throughout the region. The plan defines and takes into account the requirements for the development of human capital, stimulating innovation, creating and developing small and medium-sized businesses and attracting international companies that will invest in the future of the West Bank and the Gaza Strip.

Establishing governance institutions and increasing government responsiveness to the needs of the population is crucial, the document says. Government attention will be focused on increasing the independence of the judiciary and the development of civil society organizations.

The plan promises to improve government operations in providing services to the Palestinian people. The Palestinian Authority must strive to be financially stable and independent, caring for its employees and efficient in providing services to citizens. Officially, the plan was submitted by Jared Kushner, son-in-law and advisor to US President Donald Trump on the Middle East, writes Correspondent.

The same name is the opening economic seminar in Bahrain, dedicated to the future of Palestine. Palestinians reject American mediation and do not participate in the meeting.

The main question remains who will invest in the development of the region. In an interview with Reuters, Kouchner spoke about his hope that the Arab monarchies of the Persian Gulf, as well as European and Asian countries, along with private investors, would assume the main expenses.

Kouchner noted that the plan can be implemented only if all Middle Eastern countries agree with him.

The publication of the political part was postponed until November, until following the results of the early elections to the Knesset will not be formed the Israeli government.

Palestine boycotts US initiatives

Last May, the United States opened an American embassy in Jerusalem, recognizing the city as the capital of Israel. Palestinians responded with mass protests.

Kushner criticized the Palestinian position, saying that "the Palestinian leadership's opposition to Trump's plan is a strategic mistake."

“We support Israel, a strong ally and our security partner, but we also want a satisfactory solution for the Palestinians. Criticism of the plan comes from emotions, and the study of details is not taken into account,” said the adviser to the US President.

What is the future of the “deal of the century”

The American newspaper The Washington Post wrote in early June that US Secretary of State Mike Pompeo expressed doubts about the implementation of Kouchner's plan. The publication refers to the audio recording of the American diplomat’s speech during a closed meeting with representatives of Jewish organizations in New York.

He called the “deal of the century” unenforceable and one that could not bring results. But he hopes the plan won't be rejected from the start.

Analysts are also pessimistic about its prospects. The British edition of the Financial Times notes that the Trump administration has been postponing the publication all the time to wait for the most convenient moment: now the election campaign is beginning in both the USA and Israel.

What is much more critical is that the Palestinian Authority categorically rejected the very idea of ​​American mediation after the United States recognized Jerusalem as the capital of Israel.

The FT notes that the states that agreed to participate send middle-ranking officials and representatives of the business community to Bahrain. Given that this is a plan designed to change the face of the region, the level could be higher.

The Arab states that supported the conference declare their commitment to the “two-state” principle, which the US administration has abandoned.

Representatives of the leadership of pro-American Muslim countries say that settlement is possible only on the basis of the creation of the state of Palestine with its capital in East Jerusalem, the newspaper said.
