The newspaper, which is considered close to Israeli Prime Minister Benjamin Netanyahu, writes that the document was given to her on Monday by Foreign Ministry officials, writes Kommersant. No one knows the source of the document and its authenticity. However, some of its provisions are in line with statements made earlier by US senior adviser and son-in-law Jared Kushner and US special representative in international negotiations Jason Greenblatt, who are preparing the “deal of the century.”

3. Jerusalem will not be divided, but will become the united capital of Israel and "New Palestine." Arab residents of the city will become citizens of New Palestine. The municipality of Jerusalem will be responsible for all areas of Jerusalem, except the areas for which the new Palestinian government will be responsible. Jews will not be allowed to buy Arab houses, and Arabs will not be allowed to buy Jewish houses. No additional areas will be added to Jerusalem. The status of the holy places will not change.
4. Near the Gaza Strip Egypt will lease land to Palestine in order to create an airport, factories, agricultural work and trade. The size of the territories and the price will be determined between the parties through the mediation of the countries supporting the agreement.
5. Supporting countries will call those who will support the implementation of this agreement: United States, European Union and oil producing countries Persian Gulf. Within five years, they must provide $ 30 billion to national projects for New Palestine. The division between the supporting countries: USA - 20%, EU - 10%, oil-producing countries of the Persian Gulf - 70% (will be divided depending on oil production).
6. The "New Palestine" is not provided for the army. Only the police will have a light weapon. An agreement on defense will be signed between Israel and New Palestine, in which Israel will guarantee the Palestinians protection against external aggression. And the Palestinians will pay Israel for this protection. The cost of this payment must be agreed between the parties through the mediation of the “support countries”.
7. When signing the agreement, it is assumed that Hamas surrenders all its weapons, and members of the movement will continue to receive salaries from “support countries” until the establishment of a Palestinian government. Elections in Palestine must pass during the year. The release of Palestinian prisoners from Israeli prisons will begin a year after the elections and will be held for three years.
8. It is also expected to open roads for the passage of goods and workers in Israel and Egypt. For five years in "New Palestine will be established seaport and airport. Up to this point, the airport in Israel and the seaports in Israel will be used. Borders between the new Palestine and Israel will be open to the passage of citizens and goods. It is planned to build a highway at an altitude of about 30 m above the ground, which will connect Gaza and the West Bank. The construction will be handled by a Chinese company. Financing of the project will come from China - 50%, Japan - 10%, South Korea - 10%, Australia - 10%, Canada - 10%, the USA and the European Union - 10%.
9. The Jordan Valley will remain in the hands of Israel. 90-e highway (connects Israel from north to south) will be paid, the road will be four-lane. The two bands will link New Palestine and Jordan.
10. If Hamas and OOP refuse these offers, US will cancel all its financial support to the Palestinians and ensure that no country in the world transfers money to them.

At the same time, the United States noted that if the Palestinian Authority in Ramallah (Palestine Liberation Organization and Fatah) did not accept their plan, they would work separately with the authorities of the Gaza Strip (Hamas). A year ago, the media wrote that the United States had requested about $ 1 billion from the Arab monarchies of the Persian Gulf for infrastructure projects in Palestine, including in the Gaza Strip. Egyptian media claimed that the plans include the creation of a free trade zone in Sinai, where five large industrial projects will be launched, which will involve workers from Gaza. The construction of the port, power station and airport was also discussed.

In January of this year, the Israeli 10 Channel reported that the United States plans to create an independent Palestinian state in the West Bank (but not in the Gaza Strip), freeze the construction of new Jewish settlements and transfer parts of East Jerusalem to a new independent Palestinian state.

The American channel CBN News reported that the “deal of the century” provides for the exchange of land: Palestine will receive 85 – 90% of the West Bank, and Jewish settlers will be returned from there to Israel. According to the Lebanese television channel Al-Mayadin, the United States allegedly offered Palestinian President Mahmoud Abbas a confederation with Jordan, but he refused.
