Putin expanded the decree on issuing Russian passports to residents of Ukraine

Russian President Vladimir Putin signed a decree according to which not only residents of the so-called DNR and LNR, but also all those who lived in the Donetsk and Lugansk regions of Ukraine will be able to obtain Russian citizenship under the simplified procedure.

The decree of the head of Russia amends his other decree of April 2019. Then the Russian president granted the right to simplified acquisition of citizenship of the Russian Federation to residents of certain areas of Donetsk and Lugansk regions. In fact, it was about the inhabitants of the self-proclaimed so-called Donetsk and Lugansk People’s Republics (DNR and LNR), writes with the BBC.

Now the words “individual areas” will be excluded from the document. Thus, Putin’s new decree gives the right to obtain Russian citizenship in a simplified manner to residents of those regions of the Donetsk and Lugansk regions that are under the control of Kyiv.

In order to qualify for a simplified procedure, it is enough to have a document confirming permanent residence in the territories of Donetsk and Lugansk regions as of April 2014, when hostilities began in the Donbas, the new decree says.

In April, Putin explained his decision, which caused Kiev’s extremely harsh reaction, with humanitarian considerations. In May, passport issuance offices opened in the Rostov Region, which borders on territories beyond the control of Ukraine.

As of July 17, Russian passports have received 10 thousands of residents of the “Donetsk and Luhansk People's Republics” (DPR and LPR). About this 17 July said Deputy Chairman of the State Duma Committee on CIS Affairs Viktor Vodolatsky.

“Considering that they want to receive 3 million 264 thousand, this is not enough,” the deputy reasoned. “These are the people who, in the cities and regions of the Lugansk and Donetsk People’s Republics, 99% want to receive passports of the Russian Federation.”

According to Kommersant, residents of the “DPR” and “LPR” submitted about 30 thousand applications for citizenship. Another 20 thousand applications were written by refugees and holders of other migration statuses who had already left the territory of Ukraine.

By the April decree of Putin, it was established that consideration of applications for admission to citizenship of Russia of residents of the so-called DNR and LC should take no more than three months.

The simplified procedure implies obtaining a passport without examinations that are mandatory in other cases and that the requirement to stay in Russia for more than five years is met.

To obtain citizenship, it is enough to submit an application and several other documents - in particular, an identity document.

By 1 January 2019, the “DPR” resident population was estimated at 2,28 million. The population of “LNR” is estimated at 1,45 million. The self-proclaimed “republics” in the east of Ukraine did not receive recognition from any UN member state.
