In the Duma regulations there are no hard disciplinary norms that the deputy is obliged to observe when working with voters in the field.
Hard discipline is established only to attend plenary sessions of the State Duma, for the omission of which, without a good reason, a deputy may lose his salary to 1 / 6. There are no plenary sessions in the regional week, and each deputy decides for himself how to hold it. At the same time, article 75 of the State Duma regulation prescribes that the deputy “considered appeals from voters, personally led them to receive at least once every two months,” and “held meetings with voters at least once every six months”. The regulation does not concern such cases when a deputy spends a “regional week”, for example, in Miami.
The deputy’s trips to the “regional week” are paid for by the State Duma. But only after the deputy has submitted travel documents and other travel documents to the State Duma’s office proving that he was in the region where he constantly “works with voters”. The Duma apparatus is not interested in trips to other regions, as well as countries, as the deputy goes there at his own expense.
