Ukraine will be allowed to join NATO without the implementation of the Membership Action Plan: this will significantly speed up the process

Lithuanian President Gitanas Nauseda confirmed that NATO member countries have agreed and decided to lift the requirement for Ukraine to comply with the Membership Action Plan (MAP) on its way to the Alliance. Writes about it "Ukrainian Truth".

Nauseda said this at a press conference on the eve of the Alliance's summit in Vilnius.

“I can say that the Membership Action Plan will be withdrawn, this is a very positive step forward. This will simplify Ukraine's path to NATO,” the Lithuanian President said.

Nauseda stressed that a very clear signal of the possibility of Ukraine's membership in NATO is also needed.

“We must go beyond the language of the Bucharest Summit, which only speaks of “open doors”. Ukraine today needs very specific signals regarding the fact that when conditions allow, it will become a NATO member not only on paper, but in reality,” added Nauseda.

For his part, NATO Secretary General Jens Stoltenberg noted that consultations on the final decision of the summit are still ongoing.

“Consultations are ongoing and there will be other meetings. But I am sure that all allies will agree on a very clear decision on Ukraine. The final decision has not been made yet,” Stoltenberg said.

Ukrainian Foreign Minister Dmytro Kuleba said earlier that after a discussion, NATO member countries agreed to cancel the Membership Action Plan for Ukraine on the path to joining the Alliance.

Earlier, Deputy Prime Minister Olga Stefanishyna added that the entire eastern flank of NATO, as well as a number of Western European countries, are now in favor of inviting Ukraine to join. She also believes that NATO can invite Ukraine to join even during the war, and complete the process when circumstances permit.

Thus, Ukraine can join NATO under a somewhat simplified procedure, similar to the one by which Finland has already joined the Alliance and Sweden is awaiting accession.

What is MAP

NATO Membership Action Planimplemented on the basis of an individual dialogue with the candidate country. It is designed to reaffirm a clear course and commitment to NATO's further expansion through the implementation of a program of measures aimed at assisting aspirant countries in their preparation for a possible future NATO membership.

The MAP is a program for applicants that offers a list of measures from which they can choose exactly those that, in their opinion, are the most rational in terms of facilitating their preparation. Each applicant country fills the plan with “its own” content, circumstances, and certain actions that need to be carried out. Active participation in the mechanisms of the Partnership for Peace (PfP) program and the Euro-Atlantic Partnership Council (EAPC) remains essential for aspirant countries wishing to further deepen their military-political involvement in the activities of the Alliance.

Any decision to invite an applicant country to start NATO accession negotiations with the Alliance will be made on a case-by-case basis by NATO member countries in accordance with paragraph 8 of the Madrid (1997) Summit Declaration and the Washington Summit Declaration.

Participation in the NATO Membership Action Plan, which should take place on the basis of self-differentiation, does not mean the existence of any mass alignment for making such decisions, nor any guarantee of membership. This program cannot be considered a list of criteria for gaining membership.
