In a letter to colleagues on Monday 9 November, Hoyer outlined the schedule for the November and December meetings.

“The House of Representatives will vote on the MORE Act to decriminalize cannabis and eliminate convictions for non-violent cannabis offenses, which have prevented many Americans from getting jobs, applying for credit and loans, and accessing opportunities that enable progress in our economy.” , - said in his letter.

Hoyer did not specify which week the vote will take place, but House meetings are scheduled for December 1-4 and December 7-10.

The House of Representatives was due to vote on the bill in September, but some Democrats feared voters would not favor a vote to legalize marijuana when an agreement on coronavirus-related relief remains elusive. At the time, Hoyer promised that the bill would still be put to a vote after the election.

Marijuana policy is gaining momentum. More than a third of Americans now live in fully legalized states, and a record 68% support federal legalization of cannabis, according to Gallup. On election day, five states held referendums to legalize medical or recreational marijuana, including strictly conservative states such as Montana and South Dakota, bringing the state total to 15.

“With the success of all the cannabis ballot measures across the country this past week, it is more important than ever for Congress to catch up,” said Cannabis Caucus co-chair Rep. Barbara Lee. “We are going to continue to build momentum to get Congress to act to end the failed cannabis prohibition before the end of the year.”
