Russia will pay social assistance to citizens stuck abroad: how to get money

The Russian government has approved the procedure for assisting Russians who are abroad and are not able to return to their homeland. The relevant decree is published on Online Cabinet on April 4. Details of assistance described by the publication "News".

Assistance will be provided to people who have return tickets to Russia on their hands from March 16 to May 31. It is for the period from the date indicated on the ticket until the date of return to the Russian Federation that social assistance will be provided. Those who do not have return tickets for the indicated period will be assisted in accordance with the Cabinet’s resolution on rendering assistance to citizens who find themselves abroad without a livelihood.

“Help is provided to citizens of the Russian Federation, in respect of whom a decision was made to provide it, at the rate of 2400 rubles ($ 32) per person per day. For a child under the age of 14, assistance is provided in the amount of 1600 rubles ($ 21) per day, ”the document says.

For help need to fill out an electronic form on the public services portal. Information about the applicant is sent to the Ministry of Internal Affairs and the Ministry of Foreign Affairs, after which within 24 hours the commission at the foreign ministry will make decisions on assistance. The Ministry of Communications will notify on consideration of the application, as well as on the date and time of arrival of the export flight.

Assistance will be received within XNUMX hours after notification of approval. The Ministry of Foreign Affairs sends the lists of persons to whom assistance will be provided to the Federal Tax Service (FTS) and the FSB. Assistance costs are borne by the budget allocated to the Ministry of Foreign Affairs.

Refusal of assistance is possible if the applicant intentionally provides false data or submits a second application, as well as in the case of the applicant's failure to appear on an export flight and the resumption of regular flights between the countries.

The government allocated 500 million rubles ($ 6) to organize the stay of Russians abroad. Earlier, the head of the Ministry of Communications and Mass Media, Maksut Shadaev, said that the government offered all Russians abroad assistance. SMS was sent to citizens with a request to notify if they require financial support, housing or other assistance. By April 620, 000 applications were received, decisions are already being made on them.

In March, due to restrictive measures introduced by countries against the backdrop of the COVID-19 pandemic, many tourists from Russia were blocked in other countries and could not return to their homeland. A working group was formed for their removal, and lists for departure were created. On April 3, sources of journalists reported that the Russian Federation was going to completely suspend international air traffic, including export flights, from April 4. This information was later confirmed at the headquarters.
