The green card lottery in 2018 could be the last: Trump prepares new immigration rules

The administration of the President of the United States has put forward a new proposal for reforming the legal immigration system in the United States. Donald Trump insists on the abolition of the green card lottery and the introduction of mandatory nationwide verification through the E-Verify system, which scans federal databases and determines whether a person has the right to work in the United States.

As reported in the exclusive material edition PoliticoThe White House is considering including mandatory nationwide E-Verify testing in its proposal to reform the legal immigration system, three officials briefed on the plan told the publication.

An electronic system allows businesses to verify their employees' authorization to work in America. Implementing mandatory E-Verify is a top priority for advocates of tougher enforcement against illegal immigration. For many, this is even more important than building a border wall. President Donald Trump included E-Verify in his re-election campaign back in 2015. But his administration has not emphasized the issue since then.

The inclusion of E-Verify in the White House proposal may be aimed at helping to conquer immigration restrictive groups, such as the Center for Immigration Studies. The groups expressed doubts that the administration’s plan, which Jared Kushner submitted to Republican senators earlier this week, would not reduce legal immigration.

Kouchner's plan was to increase skills-oriented immigration and reduce family migration. It was planned to take about the same number of legal immigrants every year.

The strategy may work.

“While the plan does not reduce numbers overall, it does not provide amnesty or increase the number of invited workers, requires everyone to undergo E-Verify, and is intended to reduce the massive abuse of our humanitarian policies,” said R.J. Howman, director of government affairs at the Restrictionist Federation for American Immigration Reform. “This is very good from our point of view.”

One of the people who were informed about the plan said that E-Verify could be part of a separate legislative effort, but now this decision "is still hanging in the air."

9 in May, the McClatchy publishing company for the first time reported that the administration is weighing the feasibility of adding E-Verify checks to its legislative act, which is still under development.

The White House plan can also solve a number of issues related to Trump's priorities.

On the legal front of immigration, this plan may end the so-called green card lottery (Diversity Lottery, or Diversity Visa Lottery), which offers 50 000 visas per year to people from countries with low immigration to the United States. Family and diversification visas will be redistributed among job applicants.

The United States accepts more than 1 million legal residents every year, but only 140 000 pass through employment categories. The rest are relatives, refugees or immigrants who arrive in the country through a lottery of green cards.

The White House proposal could also include reforms to asylum and detention laws that would discourage people from crossing the border. The plan eliminates court settlements, allowing children to be detained for more than 20 days, and raises the standard for a “credible fear” interview, the first step in some asylum processes.

The Trump administration claims that the flow of migrants at the border of the United States and Mexico necessitated amending federal immigration laws. In April, a border patrol arrested about 99 000 migrants on the southwestern border, which became part of a surge in recent months, resembling a high flow of illegal migration in 1980's, 1990's and early 2000's.

Although the Trump administration seeks to detain the maximum number of people who have crossed the border, many of them are being released because of the lack of detention facilities. The Pew Research Center estimates that about 11 of millions of undocumented immigrants live in the United States.

“The main problem I have with this bill is not the specifics,” said Mark Krikorian, executive director of the Center for Immigration Studies. “The fact is that this proposal does not recognize that immigration levels are too high.”
