USCIS will change the naturalization test
The United States Citizenship and Immigration Services (USCIS) will review the current naturalization test to create a meaningful, unified, and effective test that applicants will assess the knowledge and understanding of US history, government, and US values.
This spring, the former director of USCIS signed the “Revision of the Citizenship Citizenship Verification Memorandum”. This memorandum announces the revision of the naturalization test and formalizes the schedule for reviewing the naturalization test for a ten-year period.
“The granting of U.S. citizenship is the highest honor bestowed by our nation,” said USCIS Acting Director Ken Cuccinelli.

“Updating, maintaining and improving the test that is relevant is our responsibility. As an agency, we need to help potential new citizens fully understand the value of American citizenship and the values that unite all Americans. ”
In December, 2018 of the year USCIS formed a working group to review the naturalization test with representatives from the entire agency. The working group reviews and updates the test questions, as well as evaluates potential changes in the conversational part of the test.
After a thorough review of the pilot project and the thorough preparation of officers, USCIS will set the implementation date: December 2020 of the year or early 2021 of the year.

Article 312 of the Immigration and Citizenship Act spells out requirements for English and civil rights for naturalization. By law, candidates must "... understand English, including be able to read, write and speak ..." and "... know and understand the basics of history, as well as the principles and forms of government in the United States ...".
The revised test will comply with all legal and regulatory requirements. Pilot testing is scheduled for this fall.
In fiscal year 2018, USCIS naturalized nearly 757 people, a five-year high. Revising the naturalization test is a key part of preparing legal immigrants to fully enjoy their rights and fulfill their responsibilities.
