The United States is running out of time and money to help Ukraine in its war with Russia, White House officials have warned congressional leaders. The publication told in more detail Reuters.

Democratic President Joe Biden's administration in October asked Congress for nearly $106 billion to fund ambitious plans for Ukraine, Israel and U.S. border security, but Republicans, who control the House with a slim majority, rejected the package.

Congress must decide whether to continue to “support the fight for freedom in Ukraine” or “ignore the lessons of history and allow Vladimir Putin to prevail,” national security adviser Jake Sullivan told reporters.

“A vote against supporting Ukraine is a vote to improve Putin’s strategic position. It’s just an inevitable reality,” Sullivan said.

White House Budget Director Shalanda Young, in a letter to House Speaker Mike Johnson and other congressional leaders, said cutting off funding and arms sales to Ukraine would increase the likelihood of a Russian victory.

“I want to be clear: Without Congressional action, by the end of the year we will run out of resources to purchase weapons and equipment for Ukraine, as well as to provide equipment from the US military stockpile,” Young wrote. “There is no magic pot of funding to deal with this situation. We're out of money—and almost out of time."

Since Russia's full-scale invasion of Ukraine in February 2022, Congress has approved more than $110 billion in aid for Ukraine, but has not approved any amount since Republicans took control of the House of Representatives in January.

The House and Senate most recently approved $45 billion in military, financial and humanitarian aid for Ukraine as part of a broader annual spending bill passed in December 2022.

Johnson said on social media that the Biden administration has "failed to substantively address" Republican concerns over Ukraine strategy and said any national security spending package must include money for US border security.

“We believe both issues can be negotiated if Senate Democrats and the White House negotiate intelligently,” Johnson wrote on the X website.

The House's failure to consider the White House request has raised concerns that funding for Kyiv may never be approved, especially after the House passed a bill in November that included funding for Israel but not Ukraine. Senate Democratic leaders rejected the bill.

Young said U.S. allies have stepped up support for Ukraine, but Washington's support cannot be replaced.

By mid-November, the US Department of Defense had used 97% of the $62,3 billion in additional funding, and the State Department had used all of its $4,7 billion in military aid, she wrote.

About $27,2 billion was spent on economic assistance, as well as $10 billion on humanitarian assistance.

“I must emphasize that helping Ukraine defend itself and secure its future as a sovereign, democratic, independent and prosperous nation is in our national security interests,” Young said. “It prevents broader conflicts in the region that could involve NATO and put American troops at risk, and it deters future aggression, making the situation safer for all of us.”

The letter was also sent to Senate Majority Leader Chuck Schumer, a Democrat, Senate Republican Leader Mitch McConnell and House Democratic Leader Hakeem Jeffries.

Pointing to important political states and Republican strongholds ahead of the 2024 presidential election, Young noted that the funding could be used to award contracts to companies in Alabama, Texas, Georgia, West Virginia, Wisconsin and Michigan.

Democratic Senator Mark Warner recently said that Congress is on the verge of making a tragic mistake.

“I think it would be a historic mistake if Congress doesn't provide relief before Christmas,” Warner said. — Israel will win its battle with Hamas without American help. "President Zelensky has said that Ukraine will not win, and we are at that critical moment where another failure by the United States after what happened a couple of months ago would be an unprecedented disaster."
