A man driving an SUV into a crowd of parade participants in Wisconsin has a long criminal record

The man accused of driving his SUV into a parade in Wisconsin, killing five and injuring 48, was a registered sex offender in Nevada and had a valid arrest warrant in that state, court records show.

He was also released on bail earlier this month after allegedly running over a woman who said she was the mother of his child earlier this month, according to court documents.

Darrell E. Brooks, 39, of Milwaukee, is the only suspect in Sunday's parade tragedy, said Waukesha Police Chief Dan Thompson.

Brooks may face five charges of premeditated murder, Thompson said, and other charges are possible.

Now some are questioning why Brooks was released after allegedly running over a woman on Nov. 2. on $1000 bail, an amount the district attorney's office now calls "inappropriately low."

What allegedly happened on November 2

According to the criminal lawsuit, Brooks is accused of running into a woman in his car on November 2 as she walked through a gas station parking lot.

The woman Brooks allegedly ran over in her car during the November 2 incident told authorities that she was the mother of his child.

“Officers observed tire marks on her left pant leg,” the criminal complaint said.

The prosecutor's office brought five charges in connection with the incident, including: obstructing a police officer; second degree recklessly compromising safety, bullying with a domestic violence rating, and beating with a domestic violence rating.

Brooks was also charged with escaping bail as he was already released on bail following the July 24, 2020 incident, according to court documents.

The Milwaukee County District Attorney's Office is now saying it shouldn't have recommended such a low bond for Brooks and has begun an internal review of the decision.

“The State's recommendation for bail in this case was unduly low in light of the nature of the recent charges and pending charges against Mr. Brooks,” the office said in a statement.

“The recommendation for bail in this case is not consistent with the Milwaukee County District Attorney's Office's approach to violent crime matters, nor is it consistent with the defendant's risk assessment prior to posting bail,” the statement said.

The suspect is also a registered sex offender.

Questions as to why Brooks was released on $ 1000 bail arose after news broke of Brooks' conviction in Nevada.

Brooks pleaded guilty to statutory sexual seduction in November 2006.

Additional details of the case were not immediately available.

According to records, Brooks served his sentence at the Northern Nevada Correctional Center from March 2007 to September 2008.

The sex offender registry in Nevada reveals that Brooks is a registered sex offender in that state.

Authorities said Brooks also has an arrest warrant in Nevada in an unrelated case in which he was arrested and released on bail.

The warrant was issued on August 15, 2016 for escaping bail, said Sarah Jones, a spokeswoman for the Washoe County Sheriff's Office.

Jones said detectives later established that Brooks was in Wisconsin, but the detectives did not have reliable information about his exact whereabouts.

The deposit was reduced from $ 10 to $ 000 after another incident

In the 2020 incident, Brooks is accused of shooting a pistol during an altercation.
When Brooks was arrested, authorities said they found a stolen handgun and three "mixed-colored pills" that later tested "presumptive positive" for methamphetamines.

Brooks was charged with two counts of reckless second degree security threat when using dangerous weapons and one count of criminal possession of firearms.

Bail was originally set at $ 10 in this case, but because Brooks requested an expedited jury trial that could not be enforced, the bail was reduced to $ 000.

Brooks was released on bail on February 21, according to the District Attorney's Office.

What led to the tragedy at Waukesha

Brooks was involved in domestic unrest earlier than November 21, and left the area shortly before driving his SUV through the parade, according to the police chief.

Officers attempted to get ahead of Brooks as he approached the parade in his SUV, but Brooks drove through the barricades.

“As the suspect drove through the crowd, one officer fired his firearm at the suspect to stop the threat, but was forced to stop due to the large number of people,” Thompson said.

Brooks was not injured in the incident.

The five victims are between 52 and 81 years old, and at least 18 children have been hospitalized.
