The new law will facilitate the lives of illegal immigrants in New York
The Criminal Justice Reform Act in New York can bring relief to illegal immigrants who are worried about deportation.
Under the Criminal Justice Reform Act, which Mayor De Blasio signed into law last June with the support of then-NYPD Commissioner William Bratton, police have discretion to issue civil summonses for minor crimes. For example, a criminal summons will no longer be issued for urinating in a public place in the dark - and this, accordingly, will not lead to a further criminal record and will not be a reason for deportation.
In addition, in accordance with the changes in the law, every subpoena to a court hearing can now be challenged on the Internet or in one of the five offices of the Office of Administrative Trials and Hearings. Or the accused can plead guilty and immediately pay the fine via the Internet.
The law was signed amid fears that too many New Yorkers have litigation over low-level crimes.
In 2014, 10 thousand people were arrested for low-level criminal offenses, and in 2015, 297 413 criminal agendas were issued, according to city council information.
Civilian summons will not be a basis for a criminal record.
“For too long, one small offense has cost New Yorkers too much. A small, nonviolent act should not determine one's destiny, Mayor De Blasio said when he signed the bill. “Today, we must ensure that basic, low-level crimes are punished adequately—without compromising the quality of our city or the safety of our residents.”
