Very little information is known about Malka Shagar: she was born and raised in Dagestan, where she received her education at a local university. She lived in the town of Boksitogorsk (Leningrad Oblast) where she ran for deputies in a local settlement in 2000, but lost.

Arriving in the US on a tourist visa in the 2004 year, she applied for political asylum as persecuted by “Putin’s people”, but was denied asylum.
