The Russian State Duma Committee on Legislation decided to support a liability bill for those who use foul language in residential premises. A penalty for obscene language can be obtained now, but only if swearing in public places, writes Air force.

The authors of the bill, toughening the punishment for disorderly conduct, including using foul language, suggested rewriting the article on disorderly conduct in the Administrative Offenses Code.

Previously, this article only talked about violations committed in public places - swearing, harassment, damage to property. Now punishment is provided for similar actions committed on the basis of family and domestic conflicts in residential premises.

“Violations of public order and peace of citizens, which have various forms of manifestation, reduce the quality of life of law-abiding citizens, negatively affect moral relations, the education of minors, create a nervous environment in the places where citizens live and are, causing them a feeling of insecurity,” the authors of the bill explain in explanatory note.

Family and domestic conflicts will not be considered petty hooliganism, MP Vyatkin told the Russian Service Bi-bi-si.

“No one will punish people for what they did or said at home. The phrase “public places” in the current law does not allow for the targeting of all hooligans. What if the neighbor drank and went to pester the other neighbors in the house and ring their doorbell? Now he can say that the entrance is not a public place, but under the new law he cannot,” Vyatkin explained.

The bill was submitted to parliament as early as 2014, but deputies began to consider it only in 2017.

During the discussion of the draft, the head of the committee, Pavel Krasheninnikov, asked why the bill lay without movement for so long. Vyatkin replied: “It happened so.”

The deputies also proposed to increase the penalties for this article in 2. Citizens will face a fine of $ 16-33 or arrest for up to 15 days for petty hooliganism.

If the violator does not comply with the lawful demand of the police, he will be fined $33-50 (currently $16-$33) or also arrested for up to 15 days.
