Two days after the tragedy, Vladimir Putin visited Kemerovo and declared March 28 a national day of mourning. On the same day, a spontaneous rally was held near the city administration, which lasted more than 10 hours. Local residents demanded the resignation of the authorities and the "truth" about the incident, writes TJournal.

According to official data, 25 people were killed in a fire at the 64 center in Kemerovo in March; 41 of them were children. Relatives of the victims of the fire reported that they were aware of missing 85, 70% of whom are children of 10-13 years.

Versions of the fire in Kemerovo

RBC sources in the Emergency Situations Ministry called the preliminary cause of a fire a flaw in the electrical wiring, which did not cope with the increased load and, presumably, did not have protection against voltage drops. The unnamed interlocutor of "Interfax" in the technical supervision services of the Kemerovo region explained that the arson version is not considered as a priority.

According to him, the dynamic spread of fire could be due to the presence of dust and flammable debris in the playing area of ​​the shopping center.

Rally in Kemerovo and the reaction of local authorities

In the morning of March 27, residents of Kemerovo staged a spontaneous rally at the city administration. They demanded that the authorities resign and reveal the real number of victims of the fire. The governor of the Kemerovo Region, Aman Tuleyev, did not appear at the rally. The vice-governor of the region, Sergey Tsivelyov, accused the man who had lost his family of "PR on the mountain," and then on his knees he asked for forgiveness from the crowd, but some of the protesters did not approve of his action.

At a meeting with Putin, Tuleyev accused the opposition of using the fire at the Winter Cherry shopping center for its own purposes and called the residents “buzzer” (later these words were removed from the transcript on the Kremlin website). He apologized for the fire, but not to the residents, but to the president. After the meeting, Tuleyev promised to personally take the relatives of all the victims and take up the solution of the problems they would tell him, TASS reported.

The mayor of the city, Ilya Serdyuk, chose several activists from those who did not trust official reports, and went to the morgue with them. There they went through the list of the dead and checked the premises of the morgue. When they returned, they said that they did not find the bodies outside the list. They also found out that among the 64 killed 41 is a child.

Putin's arrival in Kemerovo two days after the tragedy

The president arrived at the Winter Cherry only two days after the fire and laid flowers at the memorial organized by local residents. He met with the victims in the Kemerovo hospital and the initiative group, which is unhappy with the investigation. Putin asked not to doubt the official data on the dead and not to believe "false information." Condolences on behalf of Putin appeared on the Kremlin’s website on March 25.

Putin declared 28 March a national day of mourning. Even before his decree, many regions and cities themselves declared mourning in memory of those killed in Kemerovo. From 26 March, people organize memorials throughout the country, bring flowers and soft toys, and also express condolences to the relatives of the victims. Detention after a fire

26 March SK detained the guard, who, according to investigators, turned off the fire alarm after warning about the fire. The management of the private security company "Center of Protection" claimed that they were not engaged in maintenance of the alarm system, but only provided security services.

In addition to the guard, they detained four more suspects:

• the general director of Winter Cherry, Nadezhda Suddenok;
• Technical Director of the company-owner of the shopping center of the Kemerovo Confectionary Plant OJSC Georgy Sobolev;
• Igor Polozenko, Head of the Fire Safety System Integrator System Developer;
• An employee of the System Integrator, who was responsible for the installation and maintenance of a fire alarm in the shopping center, Alexander Nikitin.

On March 27 SC filed charges against them in the case of a fire in a shopping center. The criminal case was filed under three articles: “Causing death through negligence”, “Violation of fire safety requirements, which resulted in the negligence of the death of two or more persons” and “Provision of services that do not meet safety requirements”. The investigation found that the emergency exits in the shopping center were closed. The preventive measure for suspects will be announced on March 28.

Doors of cinema halls: closed or not

Because of the closed door in one of the cinema halls, dozens of visitors did not have time to escape. This gave rise to many versions of whether it is legal to lock in the audience during a session.

According to the UK and Kuzbass authorities, the doors of the cinema halls were closed at the time of the incident. The first parents reported about it, whose children called them and said that they could not get out.

According to preliminary data, the cinema management struggled with the free-riders. The fact that this is recognized as a possible reason, said the head of the UK at a meeting with Putin. The Cinema Association explained to RBC that in this way the owners try to avoid fines from the Ministry of Culture and distributors if there are more viewers at the session than tickets sold.

At the trial two days later, Suddenok claimed that no one had closed the doors. According to her, on the day of the fire, the staff of the shopping center assured that they had managed to bring out all visitors, and "no one absolutely" reported violations.

Polozyenko said that the “one person” locked the door. Someone also manually disabled the alert system, he argued.

TC "Winter Cherry" and its leadership

The Zimnyaya Chery shopping center was commissioned without the agreement of the Emergencies Ministry, Rassat Yenikeyev, the chief state inspector of fire supervision of the Ministry, told TASS. According to him, in 2013, the Ministry of Emergency Situations refused to approve the project, as it did not fully take into account the fire safety requirements.

From the end of 1990 to 2007, a confectionery factory was located in the building of the “Winter Cherry”. In 2009, the owner, OJSC KKK, decided to convert it into a shopping center. The reconstruction of the building lasted four years: the shopping center opened in 2013, it was practically rebuilt.

At a meeting with Putin, Bastrykin promised to conduct a construction expert review of Winter Cherry and “deal with” the administration that allowed it. Since the authorities found it impossible to reconstruct a burnt down shopping center, the building will be demolished.

Bastrykin also reported a faulty alarm in the mall. According to the head of the UK, the alarm in the "Winter Cherry" did not work with 19 March, but "nobody did it." According to Telegram-channel Mash, 19 and 22 in March in the "Winter Cherry" twice mistakenly triggered the fire alarm, after which the guard turned off all alarms in the shopping center. Suddenok told at the trial that the last fire alarm test took place on February 14, but did not clarify its results.

The children's center and the cinema where the fire center was located were located on the fourth floor of the Winter Cherry. The Ministry of Construction explained that this is a violation of building codes and regulations, according to which children's play areas should be located not higher than the second floor and no further than 20 meters from the emergency exit.

Most often, children's play areas, cinemas and food courts are located on the upper floors of shopping centers. As Interfax found out, if the project involves some kind of deviation from the norms, special conditions developed separately and agreed with the Ministry of Emergency Situations.

The last time "Winter Cherry" was checked for safety in the 2016 year and found no violations. Formally, this does not contradict the law, since the management company TC Winter Kemerovo belongs to the category of small business: according to the principle of supervisory vacations, it should be checked no more than once every three years.

The shopping and entertainment center was opened on the site belonging to the Kemerovo Confectionery Plant OJSC. This is the structure of the food holding company KDV Group, which produces snacks and confectionery.

The co-owner of KDV Group, Denis Shtengelov, assured that the holding does not have any relation to the shopping center, but he himself is listed as an investor and co-owner. Operational management, he said, was conducted through the LLC “Winter cherry Kemerovo” by Nadezhda Suddenok.

According to media reports, Suddenok was elected a deputy of the Topkinsky district council from the United Russia party. Her son Denis Medvedev claimed that Suddenok did not own a shopping center, but simply worked there as a general director: “Someone very conveniently began to transfer everything to her.”

Checks other shopping centers

After the fire in Kemerovo's “Winter Cherry”, the Prosecutor General’s Office requested that all Russian shopping and entertainment centers be checked for fire safety. Experts of the Ministry of Emergency Situations will take part in this. Checks have already begun in many regions and cities, including Tatarstan, the Altai Territory, Buryatia, the Crimea, the Rostov Region, Lipetsk and the Amur Region.

The chief architect of Moscow, Sergey Kuznetsov, noted that redundant checks do not guarantee security in shopping centers. In his opinion, it is possible to increase the level of security only by enhancing the personal responsibility of those who build and operate shopping centers.
