Russians abroad are obliged to report marriages and childbirth to Russian consulates

Citizens of Russia living abroad will have to notify the Russian authorities about marriage and other acts of civil status abroad - marriages, divorces, childbirth, adoption, name change, etc. In Russia, a single register of information about citizens will be created.

From 1 January 2018 in Russia come into force changes in the Federal Law "On the acts of civil status." Information on acts of civil status registered abroad under the laws of other states will need to be submitted to the civil registry office at the place of residence in Russia or to the consulate of the country where the Russian resides. Documents must be submitted within a month after the act of civil status was registered.

A unified register of acts of civil status will be created, in which information on marriages, divorces, childbirth, etc. will be collected. The Federal Tax Service (FTS) will administer the register.

In the draft proposed by the government, it is stipulated that Russian registry offices or consular offices abroad will have to enter data from documents that citizens will provide to the Unified State Register within two days, writes RBC. At the same time, these institutions will be obliged to receive from the Russians "documents issued by the competent authorities of foreign states."

Access to the registry, in addition to the Federal Tax Service, will be provided to the Pension Fund, the Social Insurance Fund and the MHIF, including their regional offices, social security agencies, as well as regional ministries of education, heads of municipalities and urban districts. Information about the civil status of citizens will also be provided at the request of courts, prosecutors, inquiry and investigation bodies, bodies engaged in operational search activities, etc.

All this is done in order to collect more taxes. This is confirmed in the “Concept of the formation and maintenance of a single federal information resource containing information about the population of the Russian Federation”, which is operated by the Federal Tax Service of Russia (FTS RF).

As a result, starting from 2018, the tax can easily track information about every Russian born in the country and abroad. In addition, the fiscal authority will be able to establish links between citizens and monitor their transactions.

First of all, innovation will affect those Russians who run their business and withdraw money outside the country to pay less taxes.
