US announced a new package of sanctions against Russia

The second package of US anti-Russian sanctions, developed in connection with the poisoning of ex-GRU officer Sergei Skripal and his daughter Julia, will enter into force on August 26. This follows from the official notice of the State Department, posted on Friday in the electronic database of the US Federal Register (a collection of official documents of the US government), writes TASS.

This document will be published on August 26, after which restrictive measures will take effect. According to the notice, the decision to introduce these restrictions was made by US Secretary of State Michael Pompeo on March 29.

We are talking about sanctions, which were announced in early August by the White House and the State Department, and not about any additional restrictions beyond this.

Previously, the State Department has repeatedly stated that restrictive measures within the second package on the “Skripal case” will begin to take effect “on or about August 19.” The US Treasury Department then clarified that some of these restrictions would take effect “after August 26.” At the same time, neither the US foreign policy nor the financial department previously explained that Washington ultimately decided to implement all the sanctions of the second package after August 26, and not just part of them.

The current notice in the Federal Register confirms that the entire second package comes into force on August 26.

Two sanctions packages

In August last year, the US administration applied the first package of sanctions against Russia due to the poisoning of Sergey Skripal and his daughter with the nerve agent Novichok in British Salisbury, Washington imposed a ban on the supply of dual-use products to Russia, with a number of exceptions.

The legal basis for this was the American law on the control of chemical and biological weapons and the prohibition of their use from the 1991 year, which provides for the use of the second wave of sanctions approximately three months after the introduction of the first part of the restriction.

In March, Bloomberg reported that American authorities had already prepared a second package of sanctions and were awaiting a decision from the White House on this matter. In turn, US Deputy Secretary of State for Arms Control and International Security Andrea Thompson said in May that the United States is not applying a second round of sanctions in the “Skripal case” as part of its broader strategy towards Russia.

In early August, US President Donald Trump signed a decree on the second wave of restriction. The State Department later announced that additional measures would include limiting debt financing of Russia by US banks not in Russian currency. In particular, the United States will oppose the provision of loans, financial or technical assistance to Moscow by international financial institutions such as the World Bank or the International Monetary Fund, and American banks will be prohibited from participating in the primary market for non-ruble bonds of Russian sovereign debt and providing non-ruble loans to the Russian government.
