The US could lose valuable AI and tech talent if some of the country's immigration programs are not modernized, Google said in a statement.
Bureaucratic obstacles
Google argues that Schedule A (the list of specialists the US needs) should be more flexible and change faster. In particular, this list does not satisfy the demand of American companies for specialists in the field of artificial intelligence and cybersecurity.

The company says the government should update Schedule A to include artificial intelligence and cybersecurity. Google insists that list revisions need to be done more often. According to the company, it was last updated 20 years ago.
“There is a global shortage of artificial intelligence talent. The US is one of the most difficult places to attract talent from abroad. We risk losing some of the most sought-after talent in the world,” said Karan Bhatia, Google's head of government affairs.

The Department of Labor requires companies wishing to hire a foreigner to prove that there are not enough skills available in the United States to fill certain positions. The position then becomes PERM certified (the Labor Certification Program is the first step for some foreign nationals in obtaining a green card) and placed on Schedule A. This process can take time, so the government has "pre-certified" some occupations and placed them on the schedule. Schedule A. They include physical therapists and nurses, but no AI specialists.
Google says Schedule A "does not currently serve its intended purpose." Especially considering that the demand for IT specialists working with artificial intelligence has grown significantly. Therefore, AI and cybersecurity should be included in the list.

Google says the government should consider using multiple data sources, including accepting public feedback, to regularly update Schedule A. Officials need to make the process more transparent so it truly reflects gaps in the workforce.
Since the advent of generative artificial intelligence, American companies have struggled to find AI engineers and researchers.
According to Bhatia, although the US has a lot of AI talent, demand still outstrips supply. However, strict immigration policies make it difficult to attract foreigners to work for American companies creating artificial intelligence platforms. He noted that Google employees often had to leave the US while waiting for the PERM process to be completed and their green cards to be approved.
