California's 'Leaning Tower of Pisa': San Francisco's residential skyscraper tilts 10cm a year and could soon become dangerous

The engineer in charge of the malfunctioning Millennium Tower repair admitted on January 6 that the building has continued to tilt by about 7 cm per year since work began.

He also said that his team did not provide the repair contractor with any instructions on how to prevent the tower subsidence and tilt worsening by drilling and digging around the two sides of the foundation.

City Inspector Aaron Peskin showed up on January 6, tired of holding numerous hearings over the past five years about the fate of the Sagging and Leaning Tower, which now tilts about 66cm north and west at the corner of Fremont and Mission Streets.

“We are starting this new year 2022 just as we ended last year and many other years as the Millennium Tower continues to sag and tilt,” a visibly annoyed Peskin said before introducing renovation engineer Ron Hamburger at the hearing.

In his speech, Hamburger admitted for the first time that his team had not provided Shimmick Construction, the renovation contractor, with any initial guidance on how to limit the impact of drilling and excavation for the installation of steel support piles.

“The piling procedures were largely the domain of the contractor,” Hamburger told city officials. “We didn’t tell them how to install the piles.” We clarified that we need piles of a given diameter and strength. And he basically did it as a design assembly for installing the piles, in which he determined the methods for installing them.”

Peskin turned to city officials, who assured him that this is standard practice for such projects.

“This is a very heavy 50-story building in the center of San Francisco,” Peskin countered. “I don’t think there’s much room for on-the-job training.”

Hamburger separately reported that the building continues to tilt at a rate of about 8cm per year.

“The building continues to settle at a rate of about 1,20 cm per year and tilt at a rate of about 8 cm per year,” he said. “It does this regardless of whether we are working on site or not. While the building remains safe, we believe the project needs to resume construction and complete it as quickly as possible.”

At current rates, the tower's tilt could reach a functional maximum of 1 meter - according to Hamburger, elevators and plumbing could stop working - in just a few years without renovation. Installing 18 steel piles now is the best way to stop the roll and possibly reverse it, he told executives.

“Everyone is interested in this project being completed as soon as possible,” he concluded.
