PMC 'Wagner' captured Rostov-on-Don and entered Voronezh: counter-terrorist operation regime in Moscow

On the morning of June 24, detachments of the Wagner PMC, having surrounded the headquarters of security forces in the city, took control of Rostov-on-Don. The Voronezh media published a statement by the government of the Voronezh region, which reported that a convoy of military equipment was moving along the M-4 Don federal highway, in connection with which residents of the region were asked to temporarily not move along this highway. In the Voronezh region, all upcoming public events have been canceled.

On June 24, a powerful fire broke out at an oil depot in Voronezh, thick black smoke rose over the scene.

The National Anti-Terrorism Committee (NAC) announced the introduction of a “counter-terrorist operation” regime on the territory of Moscow, as well as the Moscow and Voronezh regions on the morning of June 24, writes Meduza.

What does counter-terrorism operation (CTO) regime mean?

According to the federal law "On countering terrorism", the decision to introduce the CTO regime is made by the head of the FSB, Alexander Bortnikov, or another intelligence officer on his behalf. Who made the decision in the current situation is not yet known, but, most likely, the same security official will lead the operation and be responsible for its progress with the help of the operational headquarters.

The CTO regime gives the authorities broad rights:

• Citizens will be able to check documents. If there are no documents with you, the person will be able to be taken to the police for identification. At the entrance and exit from the CTO zone, people will be allowed to be searched.
• If necessary, the security forces can, at their discretion, “remove individuals from certain areas of the terrain and objects,” as well as tow cars.
• Special services will have the right to listen in on telephone conversations and read any correspondence on the Internet.
• The authorities will be able to use cars belonging to any organizations and people to provide first aid and prosecute criminals. At the same time, the costs associated with the use of someone else's property will subsequently have to be reimbursed.
• Production facilities that use explosive, radioactive, chemically and biologically hazardous substances have the right to temporarily close.
• On the territory of the region, they can turn off any connection, both telephone and Internet access.
• If necessary, the authorities have the right to relocate individuals to "safe areas", and they will be obliged to provide those who are evacuated with temporary housing.
• The movement of people and cars can be limited in the CTO zone in any territory.
• Intelligence officers for the "fight against terrorism" get the right to enter any premises without a court decision.
• The sale of alcohol may be restricted.

Any of these restrictions can be set both throughout Moscow, as well as the Moscow and Voronezh regions, and in certain parts of the regions. The decision to end the CTO regime will have to be taken by the same security official who decided to introduce it. To do this, the authorities, according to the law, are obliged to eliminate the threat to the life, health and property of citizens.

Lipetsk region

In the Lipetsk region, where the Wagner PMC mercenaries are located, excavators dug up a highway, reports Meduza.

The region hosts at least one of the columns of Wagner PMC, which started a rebellion against the Russian military leadership. According to the founder of the organization Yevgeny Prigozhin, the mercenaries are moving to Moscow.

Excavators stand on the border of the Dobrovsky and Chaplyginsky districts on the highway leading to Chaplygin. This settlement is located 20 kilometers from the Ryazan region, which borders on the Moscow region. In the discussions of local residents in telegram chats, there are mentions that other roads in the Chaplygin area have also been dug up.
