Pennsylvania resident helped boyfriend rape and kill her 14 year old daughter

Sarah Packer from Pennsylvania not only allowed her boyfriend Jacob Sullivan to rape, kill and dismember her 14-year-old foster daughter, but she also led a terrible crime, tying the girl with a cable tie and giving the rapist. The victim's body was stored in cat litter, and then thrown into pieces. Packer received a life sentence, her boyfriend sentenced to death.

44-year-old Sarah Packer was sentenced to life imprisonment. At trial, she avoided looking into the eyes of Judge Diane Gibbons, pleading guilty to kidnapping, rape, and first-degree murder. The victim was adopted daughter Packer Grace writes The Daily Mail.

“There is no cure for people like you,” the judge said as she handed down the sentence. - This is not who you have become. It's who you are."

Packer, a former county adoption manager, cashed in government checks received to take care of Grace, even after the girl’s death in 2016.

"For the first 14 years of [her daughter's] life, this woman ignored her and treated her like an inanimate object, like a paycheck," District Attorney Matt Weintraub said.

Sarah Packer's boyfriend, 46-year-old Jacob Sullivan, was sentenced to death, although prosecutors asked for a life sentence.

“Meat grinder in this case is not the word I can use to describe it,” Judge Gibbons said during sentencing. “You have no soul,” she added after handing down the verdict following the jury trial.

Sullivan admitted that he bore the rape and murder fantasy he shared with Packer. The woman said at the trial that she dreamed of the death of her daughter. The girl was tied with a cable tie, a gag was put into her mouth, after which Sullivan raped her under the supervision of her adoptive mother.

In the recording, Sullivan laughs as she tells investigators how the girl tried to seek help from her mother during the attack. The couple then gave the girl a huge dose of sleeping pills and abandoned her in the attic. The medicine was supposed to kill her - but it didn't.

A day later they returned and found that Grace was alive. Sullivan strangled the girl for two minutes - after which she actually died.

According to the authorities, Packer and Sullivan had kept Grace's body for months in cat litter, then dismembered it and threw it piece by piece in remote areas, where hunters accidentally stumbled upon the remains.

Packer's lawyers did everything possible to achieve leniency for their client. According to them, Sarah was "an outstanding student, a high school yearbook editor, a sociology major at a women's college, and later an adoption agency employee." The court promised Packer life imprisonment instead of the death penalty in exchange for her guilty plea, which she did.

Packer and her ex-husband David Packer adopted Grace and the girl's younger brother in 2007. The couple took care of dozens of foster children before David Packer was sent to prison for sexual abuse involving Grace and another 15-year-old foster daughter.

Sarah Packer lost her job as an adoption worker in 2010, and was forbidden to adopt children in the future. But child protection agencies did not take Grace from home, despite evidence of parents being abused.

The Pennsylvania Department of Social Services launched an investigation after Grace's assassination, but its results were not made public.

The last time Pennsylvania carried out the death penalty in 1999. In 2015, Democratic Governor Tom Wolf announced a moratorium on this type of punishment. Now on death row are 142 prisoners.
