The special envoy of the State Department spoke about the role of the United States in resolving the conflict in the Donbas
Kurt Volker, the special envoy of the US State Department for Ukraine, said that if the situation in the Donbas was de-escalating, the United States would increase the pressure on Russia.
“Where would the role of the United States be important? It is to focus Vladimir Putin's vision on the strategic dimension of the problem. So that he can focus on deciding whether he wants to get out of this impasse or not,” Volker said in an interview with the publication "Mirror of the week".
“The United States can tell Putin: if you want, we can help, if you don’t want, we can guarantee that you will get worse,” Kurt Volker
According to him, one of the levers of influence on Russia was sanctions, which would remain in place until the complete restoration of the sovereignty and territorial integrity of Ukraine: “I think they (the Russian authorities - ed.) understand that this will continue for a very long time (...) If we are talking about the Minsk agreements, this is not only a ceasefire. They also require political steps, security, restoration of Ukraine’s sovereignty, Ukraine’s full control of its territory, and therefore sanctions will not be lifted until all this is accomplished,” he said.
Volker also stressed that even if all the conditions are met and Russia makes it clear that he is interested in restoring Ukraine’s sovereignty, the sanctions will still remain because of the annexation of the Crimea.
I think we should not expect that we will once succeed in forcing Russia to do what it does not want. So how to act? We need to make sure that Russia wants. For Russia to understand: this is the best way to protect it, Russia’s own interests.
“Russia wanted to create another Abkhazia. They thought they could do it quite easily. Now, I think the Russians are beginning to understand that this scenario also does not work. We are demonstrating to them that this will not succeed. Not only now, but also in the future. And over time, things will get even worse for them. From a political, economic and information point of view, from a security point of view,” says the Special Representative of the State Department.
Volker also stressed that in order to ensure security in the Donbass it is necessary that the future UN peacekeeping mission be stationed throughout Donbas, including along the Ukrainian-Russian border.
