The attack and capture of Ukrainian sailors and ships by the Russian military, which took place on November 25 in the Kerch Strait, is an extraordinary incident that occurred for the first time in 4,5 years of Russian aggression. And the threat of a full-scale Russian invasion of Ukraine remains. President Petro Poroshenko said this in an interview with Ukrainian TV channels.

“In fact, what happened on November 25 was an extraordinary event for the first time in 4,5 years of Russian aggression. Officially, without any disruption of chevrons, without “little green men,” Russian warships in huge numbers attacked the ships of the Ukrainian Armed Forces,” said Petro Poroshenko.

The President demonstrated intelligence data and satellite imagery: “Intelligence provided several evidence. I want to show them to you for the first time. This is a Russian military base, which is located in 18 km from our border. September 17, September 24. These are all tanks. This is October.

“As you can see, the number of tanks at bases located along our border has tripled. Why were they relocated there? The number of units that were redeployed along our border, along its entire length, has increased dramatically. The position regarding possible exercises does not justify this increase in any way,” Petro Poroshenko said.

The head of state added: “And after the incident that occurred in the Sea of ​​Azov, we had to provide the Ukrainian Armed Forces to fight back in the event of a large-scale ground invasion. These tanks have not yet withdrawn. They stay there. ”

“And that’s why I want no one to think that these are toys. The country is under the threat of a full-scale war with the Russian Federation,” the President emphasized.

According to him, therefore, it was necessary imposition of martial law. This proposal was first introduced by the Military Cabinet, then by the National Security and Defense Council, where it was voted unanimously.

“Of course I couldn’t wait another minute. And I turned to the Verkhovna Rada with a demand to convene an extraordinary session of the Verkhovna Rada of Ukraine and introduced the draft Decree, which was prepared by the Military Cabinet and considered and unanimously adopted at a meeting of the National Security and Defense Council,” said Petro Poroshenko and thanked the Parliament for supporting this decision.

He also demonstrated data on the number of ships and their sharp increase in the Sea of ​​Azov: names, types, number, concentrated in the Black Sea-Azov basin. “We see that in the Sea of ​​Azov they are located throughout the entire water area, making a special concentration in the area of ​​​​the Kerch Canal. That is, they knew, they were preparing. These were purposeful actions, with the supply of aviation necessary for them, the supply of electronic warfare equipment, with the supply of troops and special forces. And everything else,” said Petro Poroshenko.

The president gave comparative data on the number of Russian troops who were in the Crimea in 2014 and 2018.

“Whatever position you take... The number of soldiers has tripled, the number of armored personnel carriers has increased fivefold, and the number of artillery has increased almost 10 times. Aircraft, multiple launch rocket systems, ships - at least 5-10 times. This increase is happening now,” he noted.

“That is why, as President, I, of course, was forced to use my constitutional powers and appropriately provide legislative support to the Armed Forces of Ukraine in order to protect every Ukrainian. Protect the sovereignty, territorial integrity, independence of our state, protect our land,” he emphasized.

The President emphasized that the Ukrainian ships acted in strict accordance with international law, in strict accordance with our bilateral agreement on the use of the Black and Azov Seas. They reported about their actions in advance, clearly following the instructions of the trafic control of Kerch, who ordered them to stay in a certain area of ​​the water area and wait for further instructions in turn to pass through the channel of the Kerch Strait.

According to the Head of State, according to information provided by the Chief of the General Staff, Commander-in-Chief of the Armed Forces of Ukraine Viktor Muzhenko, there is clear evidence that fire was also opened on our ships from aircraft of the Russian Federation. “And this is a full-scale military action that clearly falls under the international definition of aggression, which was defined by UN conventions,” the President emphasized.
