Moldova leaves the CIS

The Government of Moldova will exclude the Commonwealth of Independent States from the list of organizations to which it pays annual membership fees. The publication told in more detail Radio Liberty.

The decision was made after the denunciation of membership in public organizations and “banking sanctions imposed on the Russian Federation.”

According to the draft decision of the Ministry of Finance of Moldova, the amount allocated for the payment of annual membership fees in international organizations in 2023 is reduced by 16 million lei ($882) - from 240 million to 66,5 million lei (from $50,5 million to $3,6 .2,7 million). The decline is largely due to the fact that Moldova will no longer pay fees for participation in the CIS Interparliamentary Assembly and seven organizations of this community.

Against the backdrop of the Russian invasion of Ukraine, the Chisinau authorities announced Moldova’s gradual withdrawal from the CIS and have already denounced dozens of agreements signed within the organization created in 1991 after the collapse of the USSR.

In July, parliament voted for Moldova's withdrawal from the CIS Interparliamentary Assembly and from agreements that provide for the formation of a single educational space, provision of border guards with special equipment and the exchange of information about emergency situations between participating states, etc.

What is the CIS

Commonwealth of Independent States (CIS) is a regional international organization of Asia and Eastern Europe, which includes a number of post-Soviet countries. The CIS encourages cooperation in economic, political and military affairs and has certain powers to coordinate trade, finance, lawmaking and security. This organization promoted cooperation in the field of preventing cross-border crime.

When the collapse of the USSR began, on December 8, 1991, the founding republics of the CIS signed the Belovezhskaya Agreement, which declared the end of the existence of the Soviet Union, and in its place the formation of the Commonwealth of Independent States. A few days later, the Alma-Ata Declaration was signed, announcing the collapse of the Soviet Union. The Baltic states (Estonia, Latvia and Lithuania), which consider their membership of the Soviet Union internationally to be an illegal occupation, decided not to take part. Georgia left the CIS in 2008 after the Russian-Georgian war.

Ukraine ceased participation in the statutory bodies of the CIS in 2018 due to the protracted Russian-Ukrainian war and completely completed its withdrawal from the CIS without ever being a member of this organization due to the fact that it did not ratify the CIS Charter. However, Ukraine remains a member of the CIS free trade zone, and the fundamental CIS treaties - the Agreement on the Creation of the Commonwealth of Independent States and the Alma-Ata Declaration are still in force in Ukraine.
