The FBI’s counter-intelligence investigation in July 2016 was officially launched by former FBI agent Peter Strozk. “I am reviewing the investigation and trying to cover all aspects of the counterintelligence that took place in the summer of 2016,” Barr said at the hearing.

Barr also testified about the original warrants under the Foreign Intelligence Observation Act (FISA), a law that allows the US government to intercept Americans for national security purposes. Barr issued a warrant for observation for the Trump campaigners, including his former assistant Carter Page.

Republicans called for a thorough review of whether the FBI violated Page’s constitutional rights and misled the court. Barr testified that the Ministry of Justice is conducting an FISA practice test at the FBI.

The successful application of the FBI warrant in October 2016 against Page, which was based in part on information from British ex-spy Christopher Steele, led to Page accusation of colluding with the Russians. Page was never accused of any wrongdoing, and since then he has sued the Democratic National Committee (DNC) for defamation.

The FBI repeatedly assured the FISA court—in its October 2016 warrant application and subsequent renewals—that other sources, including the Yahoo News article, independently corroborated Steele's allegations, without any evidence. It was later revealed that Steele was also the source of a Yahoo News article written by journalist Michael Isikoff.

The FBI also quoted from a controversial article in The Washington Post that Trump’s views on delivery of lethal weapons to Ukraine and the desire to improve relations with Russia was a possible indication that the campaign was compromised.

The Trump campaign at the time supported the idea of ​​providing Ukrainians with only defensive weapons and rejected the amendment providing shipments of lethal weapons.

The FBI did not provide its own independent assessment of whether the “The Washington Post” article contained accurate information, and did not mention that the Obama administration had the same armament policy for Ukraine as the Trump team.

The FBI also unclearly stated that Steele worked for the firmhired by the Hillary Clinton campaign. Instead, the FBI only indicated that Steele's file was prepared in connection with the presidential campaign.
