In California, all new homes will put solar panels

New homes and low-rise apartment buildings in California must have solar panels in accordance with the country's first rules approved by the California Energy Commission.

The State Commission for Construction Standards will consider these rules, where those without special obstacles must receive approval.

“This is an innovative approach,” said Pierre Delferg, a senior scientist at the Natural Resources Defense Council. He said the rules will "save energy, reduce customer bills, and reduce pollution from California homes and buildings."

According to the commission, the requirements that will come into force in 2020 year may increase the cost of building new homes by $ 10 000. Some builders claim that the cost will more than double.

But the commission and the majority of builders agree that the costs will be offset by energy savings.

“The approval of these standards represents a quantum leap in building standards across the country,” said Robert Reimer, technical director of the California Building Industry Association. “No state in the country will have anything like this, and you can force 49 other states to watch what happens here in California.”

Some conservatives were not thrilled, noting that the state already has some of the most expensive housing markets in the country. A survey by the National Association of Realtors in the fourth quarter of 2017, indicated four cities in California among the five most expensive in the country.

San Jose topped the list with an average price of over $ 1,2 million.

“The nation's housing crisis is real,” said State Assemblymember Brian Dahle.

The commission claims that in 2020, more than 100 000 single-family homes and nearly 50 000 multi-family homes will be built throughout the state.

The rules also relate to the effectiveness of insulation and electrical appliances. Using batteries to store solar energy will be critical to cost savings, Raymer said.

“Energy conservation technology will allow the homeowner to get cheaper electricity ... in the middle of the day,” Reimer said.

The rules apply to building permits issued after 1 January 2020. There are exceptions: the rules do not apply to houses that will be shaded by trees or buildings, or when the roofs are too small for the panels.
