What restrictions will appear in Russia at the time of the World Cup

Special rules for rallies, a partial ban on alcohol and restrictions on flying drones.

From 14 June to 15 July 2018, Russia will host the World Cup. In cities that host matches, individual decrees on the sale of alcohol, flying drones, temporary registration and other will come into force.

Matches will be held in Moscow, St. Petersburg, Volgograd, Yekaterinburg, Kaliningrad, Kazan, Nizhny Novgorod, Saransk, Samara, Sochi and Rostov-on-Don. Registration in the city

In all cities where matches will be played, there will be a special status of registration at the place of stay for Russians and foreigners. If the visitor does not have a permanent residence permit in the city, he must personally contact the Ministry of Internal Affairs or the MFC within three days from the date of arrival. Send an email or arrange the form of the usual will not work, you need a personal presence.

It is necessary to show in the MFC or the Ministry of Internal Affairs an application, passport and document on temporary residence, for example, for renting an apartment. You will not have to register if you stay in a holiday home or hotel - there the application is submitted automatically upon arrival.

Normally, citizens must register if they live in the city for more than 90 days. According to the article 19.15.1 CAO RF the penalty for living without registration is up to 3 thousand rubles.

Sale of alcohol

Meetings and drones

By the same Putin’s decree, restrictions are imposed on the holding of any public events that are not related to football or sports topics. The organizers of meetings, rallies, processions and actions should be held only in the place that will determine the local authorities in accordance with the FSB and the Ministry of Interior. There may also be regional peculiarities: for example, in the Sverdlovsk region any rallies will be transferred to the suburbs and carried out only from 14 to 16: 00 local time.

The Department of Defense will send maneuverable electronic warfare groups to all 11 cities to protect the stadiums from drones and other unmanned vehicles. The restricted flight zone is determined by local authorities: for example, in Petersburg, drones will not be allowed to fly within 110 radius kilometers from the stadium from June 1 to July 17.

Gadgets and civilian weapons

By order of the Ministry of Communications, all electronic gadgets will be marked when trying to carry them to the stadium. The limitations are due to the fact that such equipment is used by FIFA and security officers.

Electronic gadgets include:

• Bluetooth headsets;
• USB modems of GSM, Wi-Fi, LTE formats;
• car alarm;
• GPS / GLONASS navigators;
• walkie-talkies and satellite stations.

Also in the cities of the World Cup 2018 there will be a temporary ban on the sale and circulation of any civilian weapons. It will not be possible to buy a hunting rifle, carbine, traumatic and gas pistols, as well as cartridges and accessories for them..

Traffic and bus excursions

The Ministry of Transport will allow entry to the cities of the World Cup 2018 only to buses with the ERA-GLONASS system, regional flights or those granted permission by the Ministry of Internal Affairs. The transportation of tourists along the excursion and walking routes on all types of transport, including bus tours, will also be suspended.

Pedestrian zones will be created around the stadiums and will partially restrict movement depending on the location of the fan zones. In Volgograd will block most of the central streets, and residents of houses in 1,5 kilometers from the stadium will be asked to make passes for admitting personal transport. In addition, cars that transport athletes, escorts and personnel of FIFA, as well as journalists, will be able to drive along dedicated lanes.

Other restrictions:

• Russian students are forced to pass a session earlier, defend diplomas and vacate hostels for employees of the Rosguards. For several months, MSU students have come out against this, but for now the changes have not been canceled;
• individual rules may be introduced by the city authorities, such as, for example, in Volgograd, the days of the matches made official holidays;
• fire regime from the Ministry of Emergency Situations: a complete ban on the cultivation of fires and burning grass, as well as frying kebabs on the grill;
• drug trafficking: according to FIFA rules, foreign fans may bring narcotic substances to the stadium by prescription, but the Organizing Committee of the World Cup 2018 said that Russian law prohibits it.
