What was in Putin’s note to Trump

The proposals of Moscow on disarmament at the Helsinki summit became known.

Russian President Vladimir Putin, during a meeting with US President Donald Trump in Helsinki on July 16, put forward a number of proposals in the field of arms control, including negotiations on limiting nuclear weapons and banning the placement of weapons in space. He writes about this “Radio Liberty” citing Politico and a Russian document called “Dialogue on Arms Control” that allegedly contains these proposals.

Among them, as the publication notes, is a five-year extension of the Strategic Arms Limitation Treaty (START III), which expires in 2021. The memo also states Russia's commitment to the Intermediate-Range Nuclear Forces Treaty. The document also notes the need for a new outer space treaty that would prohibit both countries from “putting weapons into Earth orbit,” Politico writes.

To implement these initiatives, the document proposes to set up a bilateral mechanism for regular consultations on "strategic stability" between deputy foreign ministers and the 2 + 2 dialogue: meetings with the participation of the defense and foreign ministers of both countries, writes МК.

The agreement on START expires after three years, after which it can be extended to 2026, or the parties will decide to sign a new document. Apparently, Russia chose the option to adhere to the old agreements. As for the INF Treaty, it was concluded under Gorbache and Reagan, and during this time, the parties have accumulated a lot of claims to each other. Mostly, they consist of mutual accusations of non-observance of arms limitations. Previously, experts stressed that America and Russia need to develop tools for mutual checks and control over compliance with the agreement in order to keep the contract shaky.

The White House denies that Trump received a note from Putin. The fact that Trump was given a similar note with proposals for disarmament, said Putin himself at a press conference after the summit.

After negotiations in Helsinki in the US Congress called for Donald Trump will report on the topics of his conversation with Putin, which was attended only by translators. After the Helsinki summit, Trump said that he had discussed a number of issues with Putin, including efforts to denuclearize North Korea, the Syrian crisis, the fight against terrorism and cyber attacks, but did not provide any details. Russian officials said that Putin made specific proposals to Trump during the negotiations on the conflict in Ukraine.
