The circle of users of such systems must be predetermined. A VPN should be used for the “technology purpose of business” of a company.

Anyway, blocking sites can be bypassed, it just may become more difficult. Now it is difficult to answer this question clearly: the bill has just been passed, and it will come into force on November 1 on 2017. Only after the first blocking will it become completely clear how effective the fight against anonymizers is.

But there are ways to circumvent. For example, you can use dual VPN. Suppose you are connecting to a server, say, in Holland, and then - also via VPN - to a server in Denmark. And the Danish server will consider you a user from Holland, although in fact you are watching a resource from Russia. Such a scheme will work even if both VPN services comply with Russian law and restrict access for Russian customers. After all, the Danish service will consider the user a Dutchman.

The law on messengers assumes that these services within a day from receipt of the request of Roskomnadzor are obliged to limit the ability of the user to send messages containing illegal information, explains “Interfax".

The head of the State Duma profile committee on information policy, Leonid Levin, commented on information about a possible ban, according to this law, on access to instant messengers for individual users.

“The introduced regulation provides for sanctions only against instant messenger operators if they contribute to violation of the law. There are no plans for any fines or direct bans against users,” he said.

He added that messenger operators should prevent the spread of spam in case of complaints from users to Roskomnadzor.

According to the new law, information about the subscriber number of the messenger users can be transferred to third parties only with the consent of the first. The law also establishes the obligations of the messenger to identify users by the operator’s subscriber number on the basis of an agreement with the operator. In addition, the law states that messengers belonging to legal entities or Russian citizens registered in Russia are entitled to be identified by their subscriber number.
