Starting in the fall of the year 2017 Excelsior program will provide training in public universities for graduate students from New York State, working full-time, from families whose income is no more than $ 100 thousand per year. In 2018, the maximum amount of income for a family will rise to $ 110 thousand and in 2019, it will reach $ 125 thousand.
Governor Cuomo Announces New York State Board of Trustees Approves Fellowship Rules Excelsior last month. Program participants will not pay specifically for college education services, which cost about $ 4500. However, living expenses, meals and other costs are not covered. These costs can be up to $ 14 thousand per year. Fellows will be required to remain in New York for the amount of time that the scholarship will be paid. They will also need to return the money if they get a job elsewhere.
Cuomo says that the approved rules cancel or postpone the payment of scholarships in "cases of extreme difficulties" and provide loyalty to students in military service and students with disabilities. This program is a key initiative for the governor.
New York is the first state in the country where students can get a free university education. According to the authors of the budget, in the first year the program will cost the state $ 163 million.
