Hewlett-Packard does not help Fiorine become a good president
Whether Carly Fiorina was a genius or a horrible director of Hewlett-Packard (HP) really doesn't matter. The government is not a business and cannot work according to its laws.
Hewlett-Packard's goals are clear: to generate profits for shareholders. Objectives of the United States Government are disputed. Should the government provide every American with insurance? Are abortions illegal in the whole earth? Is peace in the Middle East? How to deal with global warming? These are not just surveys or studies — they are questions of value.
If a business invests in areas where you can get more returns, then the federal government does the opposite. The US government sends checks to old people to make sure they remain in poverty. It sends postal workers to the villages to make sure the old people receive mail.
The best argument when comparing Fiorina's career at Hewlett-Packard to her presidential campaign is the presence of "leadership qualities": the ability to inspire, persuade, manage, negotiate.
As CEO, Fiorina can dismiss a department head who does not do her job well enough, but she cannot dismiss the chairman of the Senate Finance Committee because he is working too slowly.
There is an opinion that a hard director can take control of the American government and run it as a business. But this is only an illusion. The US government cannot operate as a business because it is not structured as a business, it does not have business goals and is not a business tool. Even the most ingenious director can be an unsuccessful president, and vice versa.
Carly’s career at Hewlett-Packard can tell us a lot about her as a CEO. But we will not be able to say with confidence what kind of president she will be, since doing business and managing the state are different concepts.
A vivid example: when Hewlett-Packard had poor performance, the CEO decided to acquire Compaq and make a merger. But if the United States has a couple of years of poor performance, it will not be able to just go and buy Canada.
