Rescuers continue to get residents out of the rubble.
One person died and four may remain under the rubble after an explosion in an 9-storey apartment building in the town of Shakhty, Rostov Region. According to preliminary data, household gas exploded in one of the apartments, reports Air force.
“12 people lived in the destroyed apartments. Of these, seven were rescued, one died, the fate of four people is being established,” TASS quoted the press service of the Russian Ministry of Emergency Situations as saying.
According to the department, the deceased was a woman who was in an apartment on the ninth floor. There were a child and a man in the same apartment; they were hospitalized. The fate of the woman who was in the neighboring apartment is unknown. It is also unknown what happened to the three residents of the apartment on the floor below. Five people from another damaged apartment on the eighth floor were rescued.
“There is no access yet to one of the apartments, presumably 68. The apartment from above collapsed on it. There is a large-scale blockage,” Interfax was told at the operational headquarters at the emergency site.
According to a representative of the Ministry of Emergency Situations, the entire operation will take at least a day, since the floor slab “went completely to the eighth floor.”
The message about the partial collapse of the house on the street Khabarova arrived at the Ministry of Emergency Situations in 06: 18 Moscow time. According to the ministry, there was an explosion of the gas-air mixture in the apartment on the ninth floor. As a result, four apartments on the ninth and eighth floors were destroyed.
“Domestic gas explosion. Absolutely right"
“The prevailing version is a gas explosion. There are no signs of a terrorist attack,” a representative of the headquarters for eliminating the consequences of the accident told Interfax.
Unofficially, the headquarters explained that this could be a malfunction or improper operation of gas equipment.
“This is a domestic gas explosion. Absolutely,” Governor of the Rostov Region Vasily Golubev told reporters.
The Investigation Committee of Russia (TFR) opened a criminal case on causing death by negligence. The ministry reported that within the framework of the investigation, gas supply and management companies are being searched.
Rescuers evacuated 140 people from the victim’s house. The press service of the regional government told RIA Novosti that the cracks were found on the seventh floor of the house.
According to the Unified State Register of Real Estate, an 9-storey apartment building in Shakhty was built in the 1993 year.

After the explosion in Magnitogorsk
During the 2017-2018 years in Russia, at least 45 cases of domestic gas explosions occurred in residential buildings that led to the victims and injured.
39 people died as a result bang in a residential building in Magnitogorsk in the Chelyabinsk region, which occurred on the night of December 31. The cause of the collapse also recognized the explosion of domestic gas.
“No traces of explosives or their components were found on the fragments seized [for examination],” the Investigative Committee reported.
As the mayor of Magnitogorsk said, the explosion most likely occurred on the second or third floors of the ten-story building, and then the “house of cards” effect was triggered, resulting in the collapse of an entire entrance.
Search and rescue work in Magnitogorsk lasted four days.
On January 9, the governor of the Chelyabinsk Region, Boris Dubrovsky, said that the house that was damaged by the explosion would not be demolished. He assured that the experts confirmed the safety of living in the surviving entrances.
