North Chicagoans live in fear, hoping that the $ 18 bounty will help stop the indiscriminate murders on their streets.
Investigators believe that the same person is guilty of two murders, and the suspect lives in the Rogers Park area or somewhere nearby.
"Both shots came from the same weapon and were likely fired by the same suspect," said Chicago Police Superintendent Eddie Johnson.
Douglas Watts, 73, was walking with his dogs when he was wounded in the head. This happened on September 30 at about 10 o'clock in the morning.
In the video, the alleged attacker, dressed in black, runs down the alley in a mask. The police noticed a distinctive feature in the suspect’s gait - when walking the foot is directed outwards.
The next night, not far from the place where Watts was killed, 24-year-old Eliah Morivits was shot in the head. Witnesses who had heard the shooting rushed to the scene and found Morivits lying face down. In this case, the killer did not take the wallet or cell phone.
Some residents fear that since Watts was gay and Morivits was Jewish, the killings could be hate crimes.

While Chicago is known for shootings, Rogers Park is not where they happen.
Alderman Joe Moore, who represents Rogers Park, said detectives are working nonstop to find the killer. They make rounds of nearby houses and view surveillance footage from the area, as well as from commuter trains and buses.
Forty detectives were brought to the case. The park is patrolled by a large number of officers.
Tactical officers from the anti-drug unit, the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) were involved.
The Jewish United Fund donated $ 10 in reward for information leading to the arrest, and the ATF donated $ 000. Another $ 5000 was offered by community activists and advocates in Cook County.
