Ukraine breaks the agreement on the transit of the Russian military in Transnistria
The Verkhovna Rada by a majority vote canceled the 1995 agreement on the transit of the Russian military through the territory of Ukraine to the territory of Moldova.
265 deputies of the Ukrainian parliament voted for the denunciation of the intergovernmental agreement. The people's representatives explained their position by the need to “protect the national security and territorial integrity of Ukraine”.
Transit was necessary to support Russian troops in Transnistria. The document, which was signed in November 1995 in Sochi by Viktor Chernomyrdin and Yevgeny Marchuk, regulates the railway passage of military personnel and the transportation of military cargo from Russia through the territory of Ukraine. It spelled out the order of movement of transit military echelons, the rules for the transport of military equipment and ammunition. The document states that payment for transit is carried out by the Ministry of Defense of Russia.
The Verkhovna Rada also denounced the Russian-Ukrainian agreements on the organization of military interstate transportation, on the mutual protection of secret information and on cooperation in the field of military intelligence.
In addition, the deputies adopted a decree according to which “Russia is responsible for the observance and protection of human rights in the occupied and annexed territories”. Thus, Ukraine relieved itself of responsibility for the observance of human rights in the Crimea and that part of the Donbass that is not controlled by the Ukrainian army.
