Millions of Californians will lose their health insurance after taking a replacement Obamacare
Millions of California residents will lose their health insurance if they adopt a project to replace the Obamacare program proposed by Republicans.
About this, referring to the estimates of experts, writes the publication LA Times.
The document abolishes the requirements for the availability of medical insurance for all and changes the system of subsidies for insurance.
But the biggest impact on Californians will be through a Medicaid change, which provides insurance to more than a third of state residents.
The Affordable Care Act offered states state funding to provide low-income people’s health insurance. California became one of the state's 31 to join this program. Each year, the region receives $ 15,3 billion to cover the cost of Medicaid, which in California was named Medi-Cal.
The new bill will phase out federal funding for Medicaid starting in 2020. While states can still allow people to join the program, this downsizing is likely to result in regions abandoning the program. Now in California, about 3,7 million people receive insurance through Medicaid.
The new bill will also change the Medicaid funding system, putting insurance at risk not only for new members, but also for the millions of people who participated in Medicaid in California for decades, because the program was founded in 1965 by President Lyndon Johnson.
Under the new draft, the number of participants in this program in each state will now be determined by the size of its population - for each region there will be a maximum number of people eligible for insurance through Medicaid, as well as a clear amount from the government that the state can receive.
California may try to cut program costs by reevaluating the services it offers under the Medi-Cal program, or by reducing the cost of doctors. However, the reduction in funding for the program will be too large to cover it with such measures, therefore, it is likely that the number of people participating in the program will have to be reduced.
Analysis of similar proposals has shown that in the next few years they will lead to a decrease in Medicaid coverage by about 30%. This means that more than 2 million Californians will lose insurance.
Obamacare has been very effective in California, providing health insurance to millions of people. In 2016, the proportion of state residents without health insurance was 7,1%, the lowest rate in California history.
