Ukraine completes antiterrorist operation in the east of the country

The format of the “antiterrorist operation” (ATO) in the east of Ukraine will be completed and replaced with the “operation of the joint forces”. This was stated by the head of the General Staff of the Armed Forces of Ukraine, Victor Muzhenko, to the publication Radio Liberty.

«Закон, который 20 февраля подписал президент Украины, систематизирует задействование ВСУ для выполнения задач тех, которые они выполняли в АТО, и изменение формата основной операции. Будет завершено АТО, и мы перейдем к операции Объединенных cил. Это предполагает четкую структуру системы управления, подчиненность определенных сил и средств военному руководству, создание объединенного оперативного штаба как основного органа управления этой операцией на территории Донецкой и Луганской областей», — заявил Муженко.

Answering the question of the correspondent about who will head the headquarters of the United Forces, the Chief of the General Staff of the Armed Forces of Ukraine said that this would be “a man with combat experience.”

«У нас есть соответствующие кандидатуры. Они требуют определенной процедуры согласования. И после этого в кратчайшие сроки они будут представлены президенту Украины для утверждения этой кандидатуры. Это будет человек, имеющий боевой опыт и достаточно навыков, знаний и опыта для того, чтобы выполнять такие задачи», — сказал глава Генштаба.

Recall, President of Ukraine Petro Poroshenko February 20 signed the law "On the peculiarities of state policy and ensuring the state sovereignty of Ukraine in the temporarily occupied territories of the Donetsk and Lugansk regions."

In particular, the Law:

• Recognizes Russia as an aggressor in the conflict in the Donbass.
• Ukraine’s actions in the region are regarded as “deterring and repelling Russian armed aggression” in accordance with Article 51 of the UN Charter.
• Russia's temporary occupation of the territories of Ukraine "regardless of its duration is illegal and does not create any territorial rights for Russia."
• The territories that are currently controlled by the separatists of the DPR and the LPR are recognized as “temporarily occupied territories”, “within which the armed forces of the Russian Federation and the occupational administration of the Russian Federation have established and carry out general effective control”.
• The activities of the “administrations” of the so-called DPR and LPR are considered illegal and “contrary to the norms of international humanitarian law,” and any legal act issued by them is invalid.
• Ukraine is not responsible for illegal actions and decisions in the territories of the so-called DNR and LC.
• “Responsibility for moral and material damage caused to the state of Ukraine, state authorities and local governments, individuals and legal entities is assigned to the Russian Federation”.
• Persons "involved in the armed aggression of the Russian Federation" are criminally responsible for actions that are contrary to the laws of Ukraine and violate the norms of international humanitarian law.
• Entry and exit of persons, as well as the movement of goods in the territory occupied by the separatists, are carried out only through control points of entry and exit.
