Putin signed the law on the regulation of instant messengers: how it will work

Russian President Vladimir Putin signed a law regulating instant messengers, obliging to identify users by phone number and refuse them to exchange messages if this condition is not observed.

According to the text of the law, the identification of users is carried out using the subscriber number on the basis of an identification agreement concluded by messengers with a telecom operator, writes RIA News.

It is also noted that “along with identification responsibilities, messengers are charged with ensuring the technical ability of users to refuse to receive electronic messages from other users, ensuring the possibility of sending electronic messages at the initiative of public authorities, as well as limiting the sending and transmission of messages containing information distributed in violation of the requirements of Russian legislation.”

In case of non-fulfillment by the messengers of the requirements for restricting the distribution of messages containing information that is distributed in violation of the requirements of the legislation of Russia, it is possible to limit access to the messenger.

According to the law, access to a resource may be limited only on the basis of a court decision.

The law should enter into force on January 1 2018.
