US bans 99 Russian planes from flying, including Roman Abramovich's business jet

The US Department of Commerce has published a list of 99 aircraft that have flown to Russia and Belarus since March 2, thereby violating US sanctions. with the BBC.

The US government draws attention to the fact that any form of maintenance of these aircraft in any country in the world is contrary to US law.

In essence, this means that almost 100 aircraft from the list will no longer be able to fly, according to a statement from the US agency. The list includes aircraft associated with Russian citizens and companies and flying to Russia in the last 16 days.

The agency explains that the sanctions imposed due to the Russian invasion of Ukraine apply to all aircraft that are at least 25% American parts. These can be both aircraft manufactured in the USA and in third countries.

The American list of aircraft prohibited from flying also includes Roman Abramovich's private business jet, a Gulfstream G650 owned by the businessman.

Most of the “forbidden aircraft” are operated by Aeroflot, which previously canceled all flights to the USA and Europe. Also on the list are various Boeing models from Nordwind, Utair, and Azur Air.

“We are publishing this list to let the world know that we will not allow Russian and Belarusian companies and oligarchs to move with impunity in violation of our laws,” said US Commerce Secretary Gina Raimondo.
“These aircraft cannot be maintained, and violators of sanctions rules risk serious prison time, fines, loss of export privileges or other restrictions,” the statement said. “Due to the unavailability of services, including by companies from abroad, international flights on these aircraft are impossible.”

How will Russia respond?

Even before the introduction of these measures, Russia was essentially in air transport isolation. After the invasion of Ukraine and the imposition of sanctions, the airspace for it was closed by the European Union, Switzerland, Canada and other countries. In response, Russia closed its skies to air carriers from these countries.

The United States, like the European Union, after the invasion of Ukraine banned the export of goods and technologies for the aviation and aerospace fields to Russia.

The planes of Russian airlines are losing their right to fly, but Russia is creating new legislation that actually creates a parallel system of regulation for them in the country.

On March 12, the British-owned Bermuda Civil Aviation Authority (BCAA) announced the suspension of airworthiness certificates for Russian airline aircraft - they are used in Russia under an agreement between the two countries.

An airworthiness certificate is a document that authorizes an aircraft to fly. It is issued by the country in whose registry the aircraft is registered.

At the same time, in March, a new law came into force in Russia, according to which the government has the right to decide how leasing (lease) agreements for foreign aircraft and air engines will be executed. According to this law, Russian airworthiness certificates will be issued on the basis of certificates issued by a foreign state before January 1, 2022.

How Russia intends to independently service American aircraft has not yet been officially reported.
