Russia, Israel and the United States agreed not to attack each other through computers

A group of UN government experts prepared a recommendation document, according to which twenty leading countries of the world agreed on international information security, the use of cyber technologies for peaceful purposes and the prevention of cyber attacks on critical infrastructure facilities.

The countries that have signed the document undertake to fight on their own territory against illegal hacker actions against other states. The agreement was signed by Russia, USA, China, Great Britain, Brazil, Japan, Israel, South Korea and other countries.

Work on the document was carried out for several years. In the near future, it will be discussed at the UN General Assembly.

The final text of the document did not include a proposal by the US representatives that international legal norms apply to cyberspace. Russia, Belarus, China and a number of other countries opposed this point, fearing that it would consolidate US hegemony in cyberspace.

Also in the document did not get the US proposal on the possibility of using force to respond to cyber attacks. The representatives of China opposed this, saying that the introduction of such a clause would lead to the militarization of cyberspace.

Recall in this regard that most recently the US authorities suspected hackers from China and Russia in conducting cyber attacks.

Signatories agree not to carry out cyber attacks on each other’s critical infrastructure. Such objects are NPPs, banks, transport or water management systems.
