Residents of the USA faced a new problem when applying for Real ID

Beginning October 1, 2020, you may need an ID card or Real ID driver's license to board domestic flights and enter closed government facilities in the United States. It turned out that many applicants for the new ID faced a serious problem - the passports that are required to be submitted in order to receive a Real ID are not scanned by the system designed for this, writes LA Times.

This means that many U.S. residents born in the country will need to present an original or a certified copy of their birth certificate in order to apply for a new identity document.

If you have married and decide to take the spouse's last name, in addition to the birth certificate, you will need to present a marriage certificate. If you have married more than once, you will need to show evidence of each marriage.

How much is all this necessary? If you have a valid US passport, you do not need a Real ID to board the domestic flight when the new requirement takes effect. You can use other acceptable forms of identification, including a passport card, Global Entry card, Nexus, Sentri and many others. Transportation Security Administration offers a whole list alternative identification data that will be accepted for legal boarding.

Please note that in order to board an international flight, you need a US passport anyway.

The Department of State is aware of this problem that exists in several state licensing bodies.

“We are aware that state agencies and departments of motor vehicles (DMVs) are informing some customers that their U.S. passports cannot be verified when applying for a Real ID,” a State Department spokesperson said in an email.

The system, known as the US Passport Verification Service, "provides verification / rejection of US passports." “Some records cannot be verified by the USPVS even after several attempts. When a record cannot be verified, a person may be informed that his passport cannot be used to obtain a Real ID.

The Department of State said the system is owned by the Association of American Vehicle Administrators in partnership with the US Department of Homeland Security, and no corrections have been made so far.

“At this time, we are not sure what is causing the data quality issues,” a State Department spokesman said.

The path to obtaining a Real ID was full of problems in California and elsewhere. The license is part of the legislation that grew out of the recommendations of the Commission on September 11 and became law almost 15 years ago. Problems with fulfilling the license requirement slowed its introduction.

California began issuing Real ID cards on Jan. 22, 2018, and by early fall of that year, more than 2,3 million licenses had been issued—at which time the Department of Homeland Security said the state's methods of verifying proof of residency did not meet federal standards. Wisconsin had a similar problem.

In the spring of 2019, these “first signs” received (or should have received) letters from the California DMV asking them to confirm their home addresses.

In mid-fall 2019, surveys showed that more than 70% of Americans either do not know what a Real ID is or are not sure if they have one (California Real ID cards are marked with a gold-colored bear with a white star - the mark is on the right top corner).

An estimated 80 people could be prevented from boarding domestic planes when the rule takes effect, resulting in more than $000 million in lost revenue — and that's just Oct. 40, the first day of the requirement.
