'In three months and in a simplified manner': Putin ordered to give Ukrainians Russian citizenship

Russian President Vladimir Putin signed a decree that orders the issuance of Russian citizenship to residents of Donbass according to a simplified procedure and within three months from the date of application, writes “Currently,«.

Decree posted On the Kremlin website, the Russian authorities have repeatedly announced it and explained it by “protecting the rights and freedoms of man and citizen” and “generally recognized principles and norms of international law.”

The Ukrainian authorities have already announced that they will appeal to the UN Security Council in connection with this decree. “This daring step contradicts the Minsk agreements approved by the Security Council!” said Ukraine’s permanent representative to the UN Vladimir Yelchenko.

As follows from the text of the decree, a Russian passport “in three months and in a simplified manner” can be obtained by persons permanently residing “in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine.” But the passport, which they must present, must contain a mark indicating registration at the place of residence in the desired region.

In addition to the passport, the applicants will be required only a document on the change of the last name, first name and (or) patronymic (if it was changed), a document on the citizenship of a foreign state (if any), a document on marriage or divorce (for married people) and a certificate child’s birth if he also wants to receive citizenship of the Russian Federation.

“This is Russia’s debt to people who speak and think Russian, who now find themselves in a very difficult situation due to the repressive actions of the Kyiv regime,” Russian presidential aide Vladislav Surkov said in connection with the decree.

“Russia will try to preserve the appearance of a civilized state for the outside world, demonstrating its commitment to international normative documents. And in order to avoid getting into such an unpleasant situation as happened in Transcarpathia with the Hungarian consul, the issuance of passports will most likely take place on the territory of Russia itself, as is now happening with militants of illegal armed groups. To get a Russian passport, they go to the Rostov region, contact the Consulate General and receive it,” notes Georgy Tuka.

Putin proposed a simplified procedure for granting citizenship to those “connected with the Russian world” in June 2018. This happened after he spoke during a direct line with refugees from Ukraine living in Russia. They asked to ease migration legislation for them: to save them from “collecting numerous certificates, which are expensive” and for which they often have to go back to their homeland, and also to make it easier for them to get a job.

“I’m embarrassed to hear that there is a problem with employment (of refugees from Ukraine),” Putin then addressed the officials. “They are in a difficult life situation, and they are not strangers to us.”

After this, the State Duma in the fall of 2018 adopted a law that gives the President of Russia the right to determine which categories of foreign citizens and stateless persons can be granted Russian citizenship in a simplified manner for humanitarian purposes. The explanatory note to the law stated that this would make it possible to grant Russian citizenship in a simplified manner to compatriots “living in countries with a difficult socio-political and economic situation, where armed conflicts and (or) changes in the political regime are taking place.”

The head of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Leonid Kalashnikov after the adoption of the law clearly stated that it would affect primarily those who left Ukraine after the events of Euromaidan 2014 of the year and the beginning of the conflict in the Donbas.
