California drivers will not be denied rights for unpaid fines
Since July, California residents will no longer take a driver's license because of unpaid fines for traffic offenses.
As the governor, Democrat Jerry Brown, explained, this practice did not help the state to collect unpaid fines, but at the same time the welfare of people with low incomes worsened.
Supporters of the initiative say that the loss of the ability to drive to work can prevent people from making money and will lead to the fact that low-income drivers will not pay fines.
Now judges do not have the right to deprive people of their rights for unpaid fines, but they can do this if the accused does not appear in court. The new law will not be applied retroactively to people whose licenses have already been suspended for non-payment of fines, said Artemio Armenta, representative of the California Department of Motor Vehicles.
According to the California Department of Motor Vehicles, in March around 488 000 people were deprived of their driving license due to unpaid fines.
