In Ukraine, will begin to castrate pedophiles chemically

The Verkhovna Rada of Ukraine adopted a law allowing the use of compulsory chemical castration for crimes of a sexual nature committed against minors.

According to Air force, 247 votes were cast for the bill with the minimum required 226. The author of the initiative was the leader of the Radical Party, Oleg Lyashko.

“Ukrainian legislation does not provide for a life sentence, as well as execution, for sexual crimes against young children. And it is unlikely that the rapist will not return to his “occupation” again after his release,” says the explanatory note to the adopted law.

In total, at an extraordinary meeting of the Rada, convened at the request of the Lyashko Party, two bills were drafted at the same time to toughen responsibility for crimes against sexual inviolability of minors.

Along with the creation of a unified register of those convicted of such crimes, both documents propose the use of chemical castration of convicts - the introduction of special drugs that suppress sexual desire.

However, one bill (6449) suggests that chemical castration will be enforced, and the second (6607) proposes using this measure only on the basis of a voluntary appeal by a convict who has already served at least 10 years of punishment.

In addition, the first bill assumes that the register of those convicted of pedophilia will be open to everyone, the second - that only for law enforcement officers and educational institutions.

Deputy Minister of Internal Affairs of Ukraine Vadim Troyan said that as a human being he is in favor of an open register, but as a representative of the law enforcement system, he is in favor of a closed one, since otherwise there is a risk of lynching. In turn, MP Anton Yatsenko said that the authorities should be on the side of children, not experts.

As a result, the second bill was also adopted by the Rada, but only in the first reading. It was submitted to parliament after an electronic petition collected the required number of votes. One of the initiators of the bill was out-of-fraction people's deputy Mustafa Nayem.

Recently, there have been several high-profile crimes against children in Ukraine. In particular, it became known that in the Bakhmut district of Donetsk region, the 24-year-old stepfather raped the 13-year-old girl, and in Mariupol the fact of rape of the 11-year-old child by a man who had previously been convicted three times for similar crimes was revealed.

Chemical castration as a measure against pedophiles is used in many countries of the world, including the USA, Great Britain, France, Germany, Denmark, Sweden, Norway, Canada, Israel and Russia.

In Russia, it was introduced in the 2012 year and is used with the consent of the convict. In 2018, a working group of the Council of the Federation led by Senator Elena Mizulina suggested using chemical castration by force.

Chemical castration is a reversible procedure. A drug that suppresses sexual desire works for a limited time and then needs to be re-administered.
