According to one of the developers of the bill, congressman Tom Suozzi, “the Russian government and oligarchs are spending billions of dollars to publish propaganda and export their corruption initiatives, trying to destabilize democracy around the world.” Suozzi believes that if adopted, the law will allow "to curb the activities of vile kleptocrats who have decided to undermine the foundations of the Western world."
The draft law provides for the creation of an Anti-Corruption Fund, which will assist governmental and non-governmental organizations in the fight against corruption and bribery. In addition, it is planned to create an interdepartmental task force that will coordinate efforts in the fight against imperious Russian corrupt officials.
