On the eve of the arrival of Trump, Obama has issued a memo on the rules for the use of force

In the run-up to the administration of the elected President of the United States Donald Trump, who promised a tighter anti-terrorism policy, the team of acting head of state Barack Obama issued a memo on the rules of using force.

The document consists of the 61 page and describes the power policy during the Obama presidency, the motives and reasons for certain decisions in this area, reports The Washington Post.

It also lists the rules for the use of unmanned aerial vehicles in operations against terrorists with references to domestic and international legislation that should be taken into account when planning military operations.

The memo states that following these rules will reduce the risk of making “ill-considered decisions.”

Obama personally wrote the introductory word to the document, in which he stressed that when making decisions concerning war and peace, “it is very important to inform the public as much information as possible so that people can assess the situation and, if necessary, bring politicians to account”.

Obama hoped that the memo would help the next president to follow an open policy on the use of force. The President instructed the National Security Council to annually update the information in the document and convey it to the public. At the same time, there are no clear requirements for the design and data that should be included in this document, and there is no legal justification for its mandatory publication and updating in the future.

It follows from the report that orders, decrees and other documents concerning the use of any kind of force were not signed very often by Obama.

The White House said that the published document has nothing to do with the election of US President Donald Trump and the desire to give him advice - according to a presidential administration official, the preparation of the memo began long before the elections.
