California to create commission to compensate African Americans due to slavery

The bill will require the commission to examine the lingering impact of slavery in the state and make recommendations to legislators by July 2023. Recommendations should include details of what form of compensation should be awarded and who will receive it. The Commission will begin its meetings no later than June 2021, and can also recommend alternative forms of compensation for damage.
In recent years, similar bills have been considered in Texas, New York and Vermont. The lawyers said the compensation could also take the form of student loan forgiveness, housing assistance and other types of loans.
